Overview

Supply Ontario (SO) has established a new Vendor of Record (VOR) arrangement for the Supply and Delivery of Fresh Bread and Buns (Tender #18072).

Canada Bread Company, Limited (Canada Bread) is the successful vendor who will provide fresh bread and bun products province-wide. Canada Bread has extensive experience in the bakery industry and will continue to serve the Ontario Public Service (OPS) for another term.

The VOR arrangement, effective September 10, 2023, is for a term of up to two years with an option to extend for two additional one-year extensions. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides consistent quality and service, and discounted prices on items such as:

  • loaf breads (white, whole wheat, whole grain and specialty products);
  • hamburger buns;
  • hot dog buns;
  • sub buns;
  • kaiser buns;
  • dinner rolls;
  • flat breads;
  • pitas; and
  • bagels

Buyers will be able to order by phone, email and online and can use the vendor’s online web portal to:

Overview

Supply Ontario has established a new Vendor of Record (VOR) arrangement for Hazardous Waste Collection and Disposal Services.

The VOR arrangement, which will become effective on January 14, 2024, is for a term of six years, with no option for extensions. There will be an annual refresh when additional vendors may be added to the VOR. This VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement will provide products, services, and personnel to collect, transport, store, and dispose of biomedical and hazardous waste from various facilities throughout Ontario. It includes seven qualified vendors over three service categories including one for liquid industrial waste.

The VOR arrangement, which became effective on December 02, 2023, is for a term of up to five years with no option for extension. There will be an annual refresh when additional vendors may be added to the VOR

The VOR arrangement is mandatory for OPS ministries and agencies, and it is optionally available to non-OPS entities, including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

For agreements executed prior to this VOR arrangement, the term can remain as defined within your ministry’s agreement. 

The VOR establishes a list of pre-qualified vendors that can provide the necessary service throughout the province of Ontario, providing choice to clients while promoting competition through a second-stage approach.

Clients must note that a Statement of Work (SOW) cannot be signed after the expiry of the Master Agreement, which is December 1, 2028. Also, any SOW signed prior to the expiry of the Master Agreement cannot extend beyond six months from the Master Agreement expiry date.

Benefits

  1. This VOR arrangement saves time, effort, and money by providing fast and streamlined access to security guard services from vendors with the necessary experience, qualifications, and infrastructure to support OPS requirements throughout Ontario.
  2. The Security Guard Services VOR arrangement will:
    • Increase access to French-speaking guards;
    • Provide long-term discounts for periods of one to three months, four to six months, and for over seven months
  3. There is a new, improved Request for Service (RFS) form created using convenient Excel functions. This RFS form will allow clients to select a relevant VOR vendor based on the postal code of service location and announced pricelist and obtain all necessary information to submit the RFS.

Microsoft Select Plus Reseller Vendor of Record

Overview

Supply Ontario has established a new Vendor of Record (VOR) arrangement for a Microsoft Reseller for the Microsoft Select Plus Agreement (Tender-18358). CDW Canada Corporation was the successful vendor. The new VOR replaces the previous Microsoft Select Plus Reseller VOR (Tender-12683).

The VOR arrangement, which became effective on October 1, 2023, is for a term of up to three years to coincide with the term of the Supply Ontario extension of the Select Plus Volume License Agreement with Microsoft. The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides the ability to acquire products and services listed on the Select Plus Agreement price list, including:

  • Software desktops and servers
  • Software Assurance
  • Client access licenses
  • Microsoft server operating software
  • Microsoft Office
  • Microsoft Project
  • Microsoft Visio

Infrastructure Technology Services (ITS) will continue to provide OPS clients with the products and services and support in order to determine the most appropriate software license to meet clients’ needs. ITS will assist with ordering software on behalf of OPS clients and ensure that the software is properly configured, installed, and managed.

Overview

Supply Ontario has established a new Vendor of Record (VOR) arrangement for Talent Acquisition and Job Classification Services, effective July 12, 2023, for a term of up to five years. 

This new VOR arrangement replaces the previous Talent Acquisition and Job Classification Services VOR arrangement. It includes two new service categories: Job description writing and job evaluation, which were previously combined in one category.

The abbr title="Vendor of Record">VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

Vendors are required to provide talent acquisition services for staff-level positions, and job description writing and job evaluation services for all staff position types excluding management and executive level positions.

The new VOR includes seven service categories:

  • Talent planning and sourcing;
  • Talent screening;
  • Talent assessments;
  • Talent pnboarding;
  • Talent acquisition process evaluation;
  • Job description writing; and
  • Job evaluation.

The VOR arrangement provides leadership talent services to ensure the OPS is developing and retaining high-performing employees who will be ready and capable to address challenges now and in the future. This VOR will support planning and end-to-end talent search and acquisition services, career development and mobility through individual assessment and coaching services, and transition support services for managers and executives. 

Vendors will provide leadership talent services in four categories:

  1. Executive talent search;
  2. Management talent search;
  3. Leadership assessment; and
  4. Leadership coaching.

Foodbuy Canada has extensive experience in the food service industry and will help bring savings and efficiencies by leveraging purchase volumes with manufacturers, distributors and other vendors.

The VOR arrangement, effective August 1, 2023, is for a term of up to two years with an option to extend for two additional one-year extensions. The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides consistent quality and service, and discounted prices on items such as:

  • fresh, frozen and processed meat
  • frozen, canned and dry groceries
  • vegetarian, Halal, Kosher and other special diet products

Supply Ontario (SO), has established a new Vendor of Record (VOR) arrangement for Vehicle Equipment Disposal and Remarketing Services. The new VOR replaces the 2021 Vehicle Equipment Disposal and Remarketing Services VOR.

The VOR arrangement, effective August 1, 2023, is for a term of up to four-years and includes a pricing and vendor refresh option. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement is for the disposal and remarketing of passenger, enforcement and light commercial vehicles, and other equipment such as: medium and heavy trucks, special purpose vehicles, snowmobiles, all-terrain vehicles (ATVs), motorcycles, trailers, aircraft, and boats throughout the Province of Ontario.

Benefits

  • A primary and secondary vendor for each of the five regions in Ontario (Central, Western, Eastern, Northeastern and Northwestern regions).
    • If the primary vendor is not available, the secondary vendor can be used to ensure there are no service interruptions or delays.

The VOR arrangement, effective June 16, 2023, is for a term of two years with one two-year extension option and includes a refresh option in year two. This arrangement covers management consulting services that may be required for IT or non-IT projects, but does not include software development. The roles required by a client may include some or all of the expertise and responsibilities as set out in this VOR.

A client may also request additional skills required for its project that are within the scope of the roles and service categories. Under this VOR arrangement, OPS clients will continue to be responsible for day-to-day operations and the delivery of government services.

Changes to the Ontario Public Service and Broader Public Sector Procurement Directives: Enabling the Building Ontario Businesses Initiative

Overview

To implement the Building Ontario Businesses Initiative (BOBI), the government of Ontario has updated the Ontario Public Service (OPS) and Broader Public Sector (BPS) Procurement Directives.

BOBI leverages the province’s purchasing power to help create new opportunities for Ontario businesses by levelling the playing field for Ontario businesses in government procurement opportunities in Ontario. The strategies used to implement BOBI will also help to create jobs in local communities and strengthen Ontario’s supply chain resiliency.

The effective dates for the updated directives are:

Through the new VOR arrangement, vendors are qualified in all service categories.  They are also qualified in one or both of the project value streams:

  • below $5M (Stream A)
  • $5M or greater (Stream B)

The VOR arrangement, effective January 1, 2023, is for a term of three years with an option to extend for one additional year. The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients. There are sixty-three successful vendors on the VOR.

This VOR arrangement provides services in five categories:

  1. Business Analysis & Planning
  2. Architecture
  3. Solutions Development
  4. Testing & Quality Assurance

Benefits

This VOR arrangement requires vendor pricing to be provided on a fixed price basis for the requirements of a particular project. “Fixed Price” means the maximum amount that the vendor may charge for the services performed and/or deliverables/milestones specified within a project. It is not subject to change unless otherwise subsequently agreed to by the vendor and the OPS client.

The I&IT Solutions VOR arrangement is intended to deliver on I&IT projects from start to completion. Vendors will be required to provide and manage a project team to address the I&IT Solution consulting needs.

The Ministry of Public and Business Service Delivery (MPBSD), Supply Chain Ontario (SCO), has established a new Vendor of Record (VOR) arrangement for Physical Threat Risk Assessments, Physical Security Plans and Physical Security Training.

The VOR arrangement, effective August 22, 2022, is for a term of two years with an option to extend for two additional years. The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

There are eight successful vendors. This VOR arrangement supports the OPS Physical Security Operating Policy which ensures safer and more secure work environments for employees, visitors, clients, and contractors. Vendors on this VOR arrangement are able to identify threats that are unique to each location and determine the appropriate levels of security to manage risk and mitigate any losses.

There are two service categories available through this VOR arrangement:

  • Service Category 1: Physical Security Threat Risk Assessments and Physical Security Plans
  • Service Category 2: Physical Security Training Services

The VOR arrangement, effective on November 1, 2022, is for a term of three years plus, two one-year optional extensions. There will be a refresh which will allow new vendors to join and existing vendors to refresh their rates.

This VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non- OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

This VOR arrangement will provide delivery of envelopes and packages to destinations within Ontario, nationally, and to international destinations. The following are some of the services included in this VOR arrangement:

  • Next day delivery by 10:00 am and 12:00 pm
  • High speed/high volume shipping systems
  • Secure transport and tracking of controlled substances and dangerous goods
  • Service in rural and remote areas
  • Saturday delivery

The Ministry of Public and Business Service Delivery (MPBSD), Supply Chain Ontario (SCO), has established a new Vendor of Record (VOR) arrangement for the Supply and Delivery of Bulk Fuels.

The VOR arrangement, effective November 1, 2022, is for a term of two years with two optional one-year extensions. It is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

Contracts have been awarded to the following five vendors:

  • McDougall Energy Inc.
  • Morgan Fuels
  • Parkland Fuel Corporation
  • Pepco Corporation
  • W.O. Stinson and Son Ltd.

This VOR arrangement includes bulk fuels for heating, transportation, generating electricity and emergency services across Ontario. The products available through this VOR arrangement include:

  • Low sulphur diesel
  • Fuel oil – (type 2 – furnace)
  • Regular unleaded gasoline
  • Premium unleaded gasoline

Benefits

The VOR arrangement ensures that the fuel products provided meet required specifications and are available throughout Ontario.

Vendors must respond promptly to requests for emergency deliveries, most often for forest fire operations in remote base camp locations.

Clients will have online access to daily fuel pricing which will support invoice reconciliation.

An annual vendor refresh will be conducted to allow for additional vendors to qualify on this VOR arrangement and for existing vendors to revise their pricing or provide pricing for new zones. A vendor refresh provides an opportunity for new entrants into the market and creates more competition leading to potentially lower costs and greater value for taxpayer dollars.

Using this VOR Arrangement

The province has been divided into 21 geographical zones and each zone has been awarded to one or more vendors. A list of vendors awarded in each zone will be available (see below “How to access the VOR arrangement”) along with the vendor delivery price per zone and vendor contact information. The pricing is fixed for one year.

At the beginning of the contract term on November 1, 2022, clients will choose a vendor to service each of their delivery locations from the list of qualified vendors in each zone.

After the completion of each annual refresh, and prior to November 1 each year, a revised vendor list will be posted on the VOR site.

The VOR arrangement, effective July 20, 2022, is for a term of up to three years with two extension options of one year each. The VOR arrangement is mandatory for OPS ministries and applicable agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

  • Category 1 – Supplies and Consumables: test tubes, pipettes, syringes, etc.
  • Category 2 – Safety Supplies (Laboratory and General): latex gloves, protective clothing, first aid kits, spill kits, etc.

Fisher Scientific Company is the successful vendor in both categories.

The VOR arrangement, which became effective on April 18, 2022, is for a term of three years with one optional two-year extension. It is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides the opportunity to purchase laboratory supplies and related products and consumables, and includes delivery and warranty for products and services.

Laboratory supplies include various consumables, safety supplies, and accessories used for a wide range of scientific testing, such as:

  • environmental tests to ensure safe drinking water and environmental safety
  • virology testing for the prevention and treatment of disease compounds testing for infrastructure safety and prevention/investigation of workplace incidents across multiple laboratories within Ontario

Benefits

  • Discounts of approximately 50%-60% on core list items (see VOR documents for details)
  • Discounts of 32% on supplies and consumables and 20% on safety supplies, compared to current market prices
  • Prompt delivery of orders, including requests for emergency deliveries, to all clients throughout the province

Linde Canada Inc. is the successful vendor who will provide the goods and services province-wide.

The VOR arrangement, effective August 9, 2022, is for a term of three years with one optional two-year extension. It is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides the opportunity to purchase laboratory gases and includes delivery as well as warranty for products and services. The core list of laboratory gases includes high-purity analytical instrumentation gases, reagent gases, and gas mixtures, customized to client requirements.

Laboratories will have access to gases for scientific testing such as:

  • forensic evidence tests
  • environmental tests to ensure safe drinking water and environmental safety
  • tests for the prevention and treatment of disease
  • infrastructure safety tests
  • tests for preventing/investigating workplace incidents

In total, the core list includes many different laboratory gases such as argon, nitrogen, hydrogen, oxygen, and acetylene. Clients will also be able to purchase cryopreservation and gas handling as well as distribution and storage equipment to help them work safely and productively with the laboratory gases.

The province has been divided into four regions and each region has been awarded to one or more vendors. To request a quote for an event, clients will issue a Request for Services (RFS) to VOR vendors in the region where the event will take place. Clients will evaluate the responses to the RFS and select a vendor for the event.

Ministries purchase propane to heat buildings and water at various locations across the province. In some instances, the propane may be used for power generation or as cooking fuel. Vendors are responsible for providing bulk tanks and bulk propane to locations identified within the zones awarded to them. Under the VOR arrangement, vendors are required to deliver the tanks to client locations, inspect and connect the tanks and fill the tanks as required.

Benefits

The VOR arrangement ensures that the propane provided meets the required specifications and is available when and where clients require it.

An annual vendor refresh will be conducted to allow existing vendors to revise their pricing or provide pricing for new zones, and for additional vendors to qualify on this VOR arrangement. Having a vendor refresh provides an opportunity for new entrants into the market and creates more competition leading to potentially lower costs and greater value for clients.

Using this VOR Arrangement

Volume Licensing Agreement with Salesforce.com Canada Corporation for the procurement of Salesforce Software-as-a-Service offerings

Overview

The Government of Ontario, through the Ministry of Government and Consumer Services (MGCS), has established a new Volume Licensing Agreement (VLA) style Master Subscription Agreement (MSA) with Salesforce.com Canada Corporation (Salesforce) for the procurement of Salesforce Software-as-a-Service offerings.

The new VLA, effective June 30, 2021, has a term of two years. This is a mandatory-use, enterprise-wide VLA arrangement for all ministries and agencies covered by the Ontario Public Service (OPS) Procurement Directive. In addition, the VLA is optionally available to non-OPS organizations.

The VLA includes pricing for Salesforce offerings which are hosted on Canadian Public Cloud Infrastructure, including:

  1. Health Cloud
  2. Sales Cloud
  3. Service Cloud
  4. Customer/Partner Community
  5. Platform
  6. Analytics
  7. Public Sector Foundation
  8. Marketing Cloud

Benefits

The Salesforce MSA establishes a volume-based pricing grid with minimum product discounts on Total Annual Spend aggregated across the OPS and Broader Public Sector (BPS). As of July 1, 2021, the Total Annual Volume is between $60M and $65M for Salesforce subscriptions and below $1.5M for MuleSoft subscriptions. As part of the agreement, Salesforce MSA will provide corresponding discounts for this volume tier every January 1 and July based on cumulative spending by OPS and BPS.

Overview

The Ministry of Government and Consumer Services (MGCS), Supply Chain Ontario (SCO), Ontario Shared Services (OSS), has established a new Vendor of Record (VOR ) arrangement for Vehicle and Equipment Disposal and Remarketing Services.

The VOR arrangement, effective on August 1, 2021, is for a term of up to two years. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The new VOR arrangement provides for disposal of various types of vehicles and equipment from ministries and agencies. The vehicles and equipment are primarily passenger, enforcement and light commercial vehicles but may also include medium and heavy trucks, special purpose vehicles, snowmobiles, ATVs, motorcycles, trailers, aircraft/helicopters and boats (up to and including car ferries).

Benefits

  • Primary and secondary vendors for each of the five regions in Ontario (Central, Western, Eastern, Northern and Remote Northern regions).
    • If the primary vendor is not available, having secondary vendors will ensure there are no service interruptions or delays.

The VOR arrangement, which became effective on October 1, 2020, is for a term of up to three (3) years to coincide with the term of the MGCS extension of the Select Plus Volume License Agreement with Microsoft. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides the ability to acquire products and services listed on the Select Plus Agreement price list, including:

Overview

The Managed Service Provider (MSP) is a Vendor of Record (VOR) arrangement established to provide Contingent Information Technology (IT) Resources services to all ministries and approved agencies of the Government of Ontario and may optionally be used by non-Ontario Public Service (OPS) entities. The MSP is the single channel for sourcing, providing and managing the Contingent IT Resources.

The MSP model reflects input from vendors, as well as market research. It is a best practice recognized by the IT and vendor communities and used widely by private and public sector organizations and jurisdictions, including five other provinces. This new arrangement is in line with the government’s digital transformation initiatives and its work on an integrated supply chain that is anticipated to reduce costs and make it easier and more efficient to do business with government and across the broader public sector.

The New Managed Service Provider (MSP) is a Vendor of Record (VOR) arrangement established to provide Contingent Information Technology (IT) Resources services to all ministries and approved agencies of the Government of Ontario and may optionally be used by non-Ontario Public Service (OPS) entities. The MSP is the single channel for sourcing, providing and managing the Contingent IT Resources by performing the following:

  • The MSP conducts and maintains the registration and qualification of a list of IT Qualified Firms in a transparent manner per pre-specified criteria.
  • Ensures there is no limit on the number of IT Qualified Firms and update this list regularly.
  • The MSP provides market scans to ensure the Province is paying fair market rates for Contingent IT Resources.
  • The roles under the new MSP for Contingent IT Resources VOR arrangement will be updated as may be required, including associated rates.

The MSP provides a Vendor Management System (VMS) to automate and support the selection and management of the Contingent IT Resources.

Overview

The Ministry of Government and Consumer Services (MGCS), Supply Chain Ontario (SCO), Ontario Shared Services (OSS), has established a new Vendor of Record (VOR) arrangement for Workplace Print and Services (WPS). Ricoh Canada Inc. was the successful vendor.

The VOR arrangement, which became effective on March 1, 2020, is for a term of three (3) years with two (2) optional one-year extensions. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

The VOR arrangement provides the opportunity to acquire printers and related services, including:

  • multifunction devices (MFDs)
  • network printers
  • deskside printers
  • mobile printers

The new VOR arrangement is projected to reach cost reductions of approximately 22% over the life of the agreement.

Infrastructure Technology Services (ITS) within MGCS will continue to provide OPS clients with advice, tools and support in order to determine the most appropriate selection of print equipment. ITS will assist with ordering equipment on behalf of clients and ensure that the equipment is properly configured, installed and managed. Printers for the OPS can be ordered through ONRequest.

Update to the Ontario Public Service Procurement Directive – Interim Measures

Overview

Treasury Board Secretariat (TBS), working with the Ministry of Government and Consumer Services, Ontario Shared Services (OSS), Supply Chain Ontario (SCO), has established amendments to the Ontario Public Service Procurement Directive (OPS PD).The amendments address recommendations from the Auditor General’s 2018 Value for Money Audit on the use of Consultants and Senior Advisors in Government and will contribute to better procurement decisions and a more cost-effective use of consultants. This supports efficient service delivery, with due regard for the economy and compliance with policies.

Effective September 1, 2020, the amendments to the OPS PD address the requirement to add the cost per deliverable in all consulting contracts. All of the changes appear in the OPS PD Interim Measures (Appendix B) and include:

  • New requirements for consulting services contracts to have a cost identified for each deliverable.
  • New requirements, for procurements over $5,000, for ministries and agencies required to follow the OPS PD in full to:
    • Use the Procurement Lifecycle Checklist for consulting services procurements.
    • Use the Procurement Lifecycle Checklist, or similar OPS PD-compliant ministry tool, for goods and non-consulting procurements.

An additional amendment to the Interim Measures includes the introduction of ‘government entities’ to be consistent with the terminology in the Supply Chain Management Act.

Changes to Supply, Delivery and Installation of Office Seating and Furniture

The Ministry of Government and Consumer Services (MGCS), Supply Chain Ontario (SCO), Ontario Shared Services (OSS), has established a new Vendor of Record (VOR) arrangement for Managed Service Provider (MSP) for Contingent IT Resources. Flextrack Inc. has been selected as the vendor.

The VOR arrangement, becomes effective on October 1, 2020, for a term of three years with two optional one-year extensions. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers and major transfer payment recipients.

This new arrangement replaces the Task-Based IT Services VOR and changes the process in accessing IT resources.

The MSP will administer the acquisition process for Contingent IT Resources through a new vendor management system (VMS). This will support and automate the resource acquisition activities and workflow. It will allow client project managers to spend less time on resource acquisition and more time on projects. The MSP model will support the implementation of key service improvements and is consistent with broader government initiatives such as Open for Business, the Supply Chain Centralization Smart Initiative and digital transformation initiatives.
