The Anti-Racism Act, 2017 (ARA) provides a framework for the Ontario government to identify and eliminate systemic racism and advance racial equity in the province. The legislation sets out requirements to maintain an anti-racism strategy and establish targets and indicators to measure the effectiveness of the strategy.

Overview

The targets and indicators for Ontario’s 3-Year Anti-Racism Strategic Plan establish baseline race-based data to track future outcomes for service users in three priority sectors across the province – justice, education and child welfare.

Sectors collecting race-based data

Collecting data helps to identify and monitor whether specific segments of the population are experiencing adverse impacts and barriers in programs and services, for the purpose of eliminating systemic racism and advancing racial equity.

Under the current anti-racism strategy, race-based data collection is being implemented in the justice, education and child welfare sectors to address racial inequities.

Established targets

Justice sector indicators

  • Percent and number or programs, services, functions regulated under the ARA that are collecting race-based data
  • Response rates in the collection of personal information (for example, percent and number of responses from individuals asked to provide race-based personal information)

Education sector indicators

  • Percent and number of school boards collecting race-based data
  • Response rates in the collection of personal information by school board (for example, percent and number of students responding to race-based questions)

Child Welfare sector indicators

  • Percent and number of children’s aid societies (CAS) listed under ARA regulation collecting race-based data
  • Response rates in the collection of personal information (for example, percent and number of children/youth providing race-based personal information)

Annual reports

The ARA requires the Minister to publish annual reports that include information on the progress of the strategy’s initiatives, and targets and indicators.
