These particulars are posted following the Superintendent of Career Colleges’ issuance of a Notice of Contravention with administrative penalty pursuant to s. 39 (1) of the Act, for which a review was requested pursuant to s.39 (6) of the Act. The ministerial review was completed on May 17, 2024, findings, pursuant to s. 39 (9) (b) of the Act affirmed the Notice of Contravention and administrative monetary penalty as issued by the Superintendent. In accordance with s. 39 (10), the Minister’s decision is final.

Act, s. 38 (10) – Inquiries and examinations, Obstruction

Rupinder Pal Singh Channa failed to answer questions provided in a written s. 38 request by a Designate of the Superintendent of Career Colleges making inquires related to All In One Drivers Training Centre Inc. then a registered career college, in contravention of subsection 38 (6) of the Act.

Further, Rupinder Pal Singh Channa provided false and misleading information in a written s. 38 request by a designate of the Superintendent of Career Colleges making inquiries related to vocational commercial truck training in contravention of subsection 38 (10) of the Act.

Review decision

Evidence supports Mr. Rupinder Pal Singh Channa provided information that was false and misleading to obstruct the Superintendent of Career Colleges’ investigation.

Consistent with the Notice of Contravention issued in August 2022, the reviewer determined that Rupinder Pal Singh Channa:

  1. Obstructed the designate conducting an inquiry on matters relevant to the inquiry with information that the person knows to be false or misleading contravening s. 38 (10) of the Act.

Total penalty following the review

$192,000

Until the date the ministry receives a confirmation of compliance from Rupinder Pal Singh Channa, the fine will continue to accrue beginning the first day after the review decision at a rate of $1,000 daily and each day going forward until Rupinder Pal Singh Channa confirms compliance with the Act or until the maximum fine amount of $250,000 is reached.
