OINP Document Checklists

The documents you must include with your application in each stream of the Ontario Immigrant Nominee Program.

Overview

The Ontario Immigrant Nominee Program (OINP) allows foreign nationals with the right skills, experience and/or education to apply for permanent residence in Ontario.

The program has three main categories and 9 streams that people can apply to online.

Each stream has mandatory documentation that must be included in your application.

Any Ontario Immigrant Nominee Program application that does not include all of the mandatory documentation will be returned as incomplete and the application fee refunded.

Required documents from applicants

If you (or your representative) are applying to the OINP, make sure you read the applicable checklist carefully before you apply.

Please remember that you must scan and upload all of the required documents when you (or your representative) apply to the OINP online.

As of February 26, 2024, you must complete, sign and upload the Applicant Consent Form with your application.

Document checklists

Protecting your identity

Take steps to protect your personal information!

Delete or ‘redact’ (black out) credit card numbers from the documents you submit to the program. Use a heavy black marker to cross out credit numbers so they are not visible in your documents.

Carefully check all your documents for credit card numbers. Pay close attention to every page of each document including:

  • bank account summary page, bank statement transaction history and statement of investments
  • payments for transcripts, language tests, education credential assessments, and legal status documents; and
  • letters of intent

Be aware that credit card numbers can show up in bar codes in financial documents and the body of emails.

Do not submit credit card statements to the program.

Failure to redact your documents will delay the processing of your application.

Document translation and notarization

All documents submitted to the OINP must be in English or French.

If not, you must include a copy of the original document and a complete, certified or notarized translation.

OINP Document Translation and Notarization

Overview

If any of your supporting documents are not in English or French, you must provide a copy of the original document and a complete, certified or notarized translation of the document.

You cannot translate a document yourself, nor can you ask your representative, a friend or family member to translate.

If you are applying from within Ontario

If you are applying from within Ontario, translations must be completed by a certified translator accredited by the Association of Translators and Interpreters of Ontario (ATIO).

If you cannot locate a certified translator accredited by ATIO who is proficient in the language required for the translation:

  • you may use any translator
  • the translation must be notarized
  • you must include a letter with the translation explaining why your translations are not certified and show the efforts you made to locate a certified translator

At all times when Ontario-based translation services are used, the translation must be completed by an ATIO-certified translator.

If you are applying from outside of Ontario

  • The translation can be completed by any translator
  • The translation must be notarized

If we find the notarized translation unacceptable, we have the right to insist your translation be redone by an ATIO certified translator.

Notarization

If you are applying from outside of Ontario you will need to get your translation notarized.

To get your translation notarized, a notary public, commissioner, or another official with the authority for signing oaths, must certify that your translation is a true copy of the original document.

The official who notarizes your translation may sign or put a seal on your document or they may prepare, sign and attach a separate certificate to the document.

Costs

All costs associated with getting your supporting documents translated and notarized are your responsibility.

Incomplete translations

Applications with translations that are not complete, certified or notarized will be returned as incomplete.

Employer Job Offer: In-Demand Skills Stream – Applicant Checklist

Summary

When applying to the In-Demand Skills Stream of the OINP you need to scan and upload copies of the following mandatory documents with your application:

  • applicant consent form
  • identity documents
  • status documents in Canada
  • job offer documents
  • documents to support your work history
  • education documents
  • language test results
  • resumé
  • expression of interest selection factors
  • other optional documents (if applicable)

Important: All documents are mandatory unless otherwise stated.Please do not include additional, non-mandatory documents as this will delay the processing of your application. You may be asked to submit additional documents during the processing of your application.

Applicant Consent Form

Complete, sign and upload the Applicant Consent Form to the Required Documents section of the application.

Do this after:

  • you have received an invitation to apply
  • you have reviewed the correctness of your application in the e-filing portal.

If you have an immigration representative, they may not sign the Applicant Consent Form on your behalf.

Identity documents

1. Photograph

You must upload a photograph of yourself with your application. The photograph must:

We will not accept a photograph:

  • of the personal details page of your passport
  • that is not clear or is of low quality

2. Passport

You must scan and upload a copy of the personal details page of your passport and all pages that contain Canadian visas and entry stamps.

3. Your family members’ passports

If you have included family members in your application, you need to also scan and upload copies of the personal details page from the passport of each dependent family member. A dependent family member can include your spouse or common law-partner, your children under the age of 22 and their children.

Status documents in Canada

You must scan and upload copies of current and previous status documents given to you by Immigration, Refugees and Citizenship Canada (IRCC) or the Canada Border Services Agency (CBSA). Documents may include:

  • work permits
  • study permits
  • temporary resident visas
  • any other Canadian immigration document

If you currently have maintained status, scan and upload a copy of either:

  • the letter from IRCC acknowledging that they received your application to extend your status
  • the IRCC fee receipt, and/or
  • the post office mailing receipt you received when you applied to extend your status (if applicable)

Employer documents

For this stream, you must include a completed and signed Application for Approval of an Employment Position (Employer Form) from your employer (or signing officer). You must scan and upload a copy of this form which includes business and position information.

If your employer is required to demonstrate reasonable recruitment efforts, you must also include a copy of your employer’s job advertisements for the position being offered to you. You must scan and upload the ads in the section entitled “Application for Approval of an Employment Position (Employer Form)” in your online application.

Important: When we assess your application, we may need additional supporting documents from your employer to validate information included in the Application for Approval of an Employment Position (Employer Form). Please review the Employer Checklist for a list of possible documents that may be requested.

Job offer documents

1. Job offer letter

You must include a copy of your job offer signed by you and your employer. The job offer letter must:

  • be less than six months old
  • be printed on business letterhead and identify the business address, telephone/fax numbers, email, and website addresses
  • identify the responsible officer/supervisor and include their signature
  • be stamped with the business’s corporate seal (if applicable)
  • include:
    • job title
    • National Occupational Classification (NOC) code (learn how to find your NOC code)
    • wage for the position being offered
    • duties and responsibilities
    • number of hours per week and the number of weeks of work per year
    • number of days/weeks of vacation
    • workplace location
    • employment start date
    • an indication that the offer being made is for a full-time position of an indeterminate duration (no end date)
    • confirmation that the terms and conditions of the job offer are effective as of the date of nomination if you are already working for your employer in the approved employment position, or if you are not, on the date that you obtain a work permit and begin working for your employer in the approved employment position

If you are currently working for your employer in the same position as your job offer, you can submit your original job offer with your application, even if it is older than six months. However, you will also need to include a recent letter from your employer confirming your ongoing employment, the conditions of the job offer and any changes to the position being offered to you. Your original job offer letter must:

  • be signed by both you and your employer; if your original job offer was not signed by you and your employer, you will both need to sign the recent letter from your employer confirming your ongoing employment
  • include all of the mandatory information listed above

2. Current employment

If you are currently working for the employer in the same position as your job offer, include copies of your two most recent pay slips.

3. Collective agreement

If the wage of your position does not meet the median wage requirement but adheres to the wage requirements outlined in your collective agreement, include a copy of the applicable section in your collective agreement that outlines wages.

4. Licence or authorization

If your job offer is in an occupation that requires a mandatory licence or other authorization in Ontario, scan and upload a copy of your licence or other authorization.

5. Labour Market Impact Assessment

If you are currently working in Canada on a work permit that is supported by a Labour Market Impact Assessment (LMIA), you must get a copy of the LMIA from your employer.

The LMIA must be for the same NOC code as the position being offered to you.

Work history documents

1. Employment/work experience reference letters

You must scan and upload copies of your employment/work experience reference letters for any work experience you include in your application to meet the minimum of nine months of work experience in Ontario. Reference letters must:

  • be dated and printed on business letterhead
  • identify the business address, telephone/fax numbers, email, and website addresses
  • include the name(s) of the responsible officer(s)/supervisor(s) and their signature(s)
  • dates of employment for each position you held with the employer and your job titles
  • detailed duties and responsibilities for each position you held
  • include your total annual salary plus benefits, number of hours worked per week, number of weeks of work per year and any extended periods of leave

In addition to employment/work experience reference letters, you may also submit supporting documents that describe your duties and responsibilities for each position held including job descriptions, performance reviews and job advertisements.

2. Work contracts (optional)

You may scan and upload copies of your work contract(s) for any work experience you include in your application to meet the minimum of nine months of work experience in Ontario.

3. Proof of compensation

You must scan and upload proof of compensation for any work experience you include in your application to meet the minimum of nine months of work experience in Ontario.

Proof may include copies of:

  • pay slips, pay cheques or pay statements for the first and last month of each period of work experience
  • bank statements showing salary deposits for the first and last month of each period of work experience
  • income tax documents
  • letter(s) from employer(s) confirming your annual salary/hourly wage. These letters must explain why documentation to verify compensation for work performed is not available.

4. Canada Revenue Agency Statements

If you worked, or are currently working in Canada, you must provide tax statements relevant to any work experience you include in your application to meet the minimum of nine months of required work experience:

Scan and upload copies of these statements for the relevant years:

  • Official T4 Statements of Remuneration Paid issued by your Canadian employer(s)
  • Notice of Assessment (NOA) statements issued by Canada Revenue Agency

If you do not have these documents, please include an explanation with your application.

5. Regulated Occupation

If you worked in a regulated occupation, include a copy of your licence or authorization.

6. Self-Employment

If you are or have been self-employed and are using this experience to meet the minimum of nine months of work experience in Ontario, you must scan and upload copies of the following documents (as applicable):

  • business registration documents or other documents to confirm business ownership
  • income tax returns
  • T4A statements (if self-employed in Canada)
  • reference letter(s) from client(s) and other third parties indicating the service provided along with payment details
  • invoices
  • advertisements for your business (web posting, brochures and other promotional material)

7. Other work-related documentation (optional)

If you have any other relevant documentation to support your work experience, include it with your application.

Education documents

You must scan and upload copies of your secondary school (high school) diploma and/or transcripts.

If you completed your studies outside of Canada, you need to obtain an Educational Credential Assessment (ECA) report that proves your education is equivalent to a Canadian credential.

The assessment must be done by one of the following organizations, designated by IRCC.

Each organization charges a different fee and has different processing times. Please check the website of each ECA organization to choose the one that is best for you.

You must provide the OINP with an electronic ECA report when you submit your online application. The report cannot be more than five years old at the time you submit your application.

How to authorize the OINP to confirm your ECA results

We must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with us (the Ontario Immigrant Nominee Program) electronically.

It is not enough to authorize the organization to share the results of your assessment with IRCC for the purposes of your application to the OINP.

Do not request a duplicate paper copy from your ECA organization to be mailed out to the OINP.

Follow these steps to authorize the OINP to access your ECA results:

For the other organizations not listed above, no additional steps are required.

Please contact the ECA organization directly if you have any specific questions about the process for getting an ECA or how to authorize and share your ECA results with the OINP.

Language test results

To prove that you have the mandatory language skills, scan and upload the results of an approved English or French language test with your application. The test must have been taken within the two years prior to submitting your application.

For English tests (must have CLB 4 or above in all language abilities), we accept:

  • International English Language Testing (IELTS) - we only accept the General Training test
  • Canadian English Language Proficiency Index Program (CELPIP) - we only accept the General test
  • Pearson Test of English (PTE) Core – please note we only accept the PTE Core test, not the PTE Academic test

For French tests (must have CLB 4 or above in all language abilities), we accept:

  • Test d’évaluation de français pour le Canada (TEF Canada)
  • Test de connaissance du français pour le Canada (TCF Canada)

Please make sure you scan the entire page of your test results and that no text is cut off.

Resumé

You must scan and upload a copy of your most current resumé with your application. The resume should outline your current and past work experience, as well as your education. Your resume should also detail your duties and responsibilities for each position held, and include your current residential address, email address and phone number.

Intention to reside in Ontario documents

To demonstrate your intention to reside in Ontario, you must list your established ties to Ontario. Ties to Ontario can include, but are not limited to, the following:

  • current and/or previous employment in Ontario
  • job offers or jobs applied to/interviewed for in Ontario
  • education in Ontario
  • volunteer work in Ontario
  • lease agreements for a residence in Ontario or property ownership
  • professional networks and affiliations
  • family ties
  • social connections or personal relationships
  • previous visits to Ontario

If you do not have ties to Ontario, you may provide a statement of intent that you wish to reside in Ontario.

Please carefully check your financial documents and black out any credit card numbers so they are not visible.

Failure to redact your documents will delay the processing of your application.

Expression of interest scoring factors documents

If you are invited to apply, you will be required to scan and upload specific documents to support each scoring factor for which you received points.

Scoring factors are not the same as stream criteria. You must meet all stream criteria and provide the mandatory documents noted above. If you are claiming points for scoring factors in your expression of interest, you must upload the documents noted below.

Job offer: NOC TEER category, broad occupational category and wage

  • job offer letter with description of job duties and wage

Work Permit Status in Canada

  • If applicable, you must scan and upload copies of current and previous status documents given to you by Immigration, Refugees and Citizenship Canada (IRCC) or the Canada Border Services Agency (CBSA). Documents may include:
    • work permits
    • study permits
    • If you currently have maintained status, scan and upload a copy of either:
    • the letter from Immigration, Refugees and Citizenship Canada acknowledging that they received your application to extend your status or
    • the Immigration, Refugees and Citizenship Canada fee receipt, and/or
    • the post office mailing receipt you received when you applied to extend your status (if applicable)

Job Tenure with Job Offer Employer

If you claim points for currently working in your job offer position and you are invited to apply, you will be asked to provide a copy of your employer job offer indicating your start date and position details. Note that the work in the job offer position must have occurred within Ontario.

Earnings history

  • Notice of Assessment(s) issued by Canada Revenue Agency (CRA) in the last five years

T4 slips alone will not be accepted. You must have earned at least $40,000 in a single calendar year (as reflected on a single Notice of Assessment issued in the last five years) to receive points for this factor. Combined earnings over multiple calendar years will not be accepted.

Regional immigration: location of job offer

  • job offer letter with location of employment clearly stated

Changes in personal information

You must notify us if there are any changes to the information provided in your application, including (but not limited to) changes in:

  • contact information
  • immigration status (expiration or change in work permit)
  • family composition due to:
    • marriage or common-law relationship
    • birth of a child
    • change of custody of a child
    • divorce/separation
    • death

You can make changes to your telephone number, email address and country of residence by following these steps:

  1. Log into the OINP e-Filing Portal
  2. Click on “My Profile” on your main page
  3. Make changes to information where needed
  4. Click “Save” after the change has been made

For all other changes, or to correct a data entry error (for example if you misspelled your name):

  1. Complete and save the Change of Personal Information form
  2. Send the completed form as an attachment via our webform
  3. If you are requesting a correction to your name or date of birth, please also include a copy of the personal details page of your passport to validate your request

Please note: We will not accept requests to completely change a name or date of birth.

If you do not notify us of changes to your personal information, it could impact the outcome of your application.

Employer Job Offer: Foreign Worker Stream – Applicant Checklist

Summary

When applying to the Employer Job Offer: Foreign Worker Stream you need to scan and upload copies of the following mandatory documents with your application:

Physicians who are eligible to apply with without a job offer are also required to provide:

  • a copy of their Certificate of Registration with the College of Physicians and Surgeons of Ontario
  • proof of OHIP billing number registration

Summary

When applying to the International Student Stream of the Ontario Immigrant Nominee Program (OINP) you need to scan and upload copies of the following mandatory documents with your application:

Important: All documents are mandatory unless otherwise stated. Please do not include additional, non-mandatory documents as this will delay the processing of your application. You may be asked to submit additional documents during the processing of your application.

Applicant Consent Form

Complete, sign and upload the Applicant Consent Form to the Required Documents section of the application.

Do this after:

  • you have received an invitation to apply
  • you have reviewed the correctness of your application in the e-filing portal.

If you have an immigration representative, they may not sign the Applicant Consent Form on your behalf.

Identity documents

1. Photograph

You must upload a photograph of yourself with your application. The photograph must:

If you currently have maintained status, scan and upload a copy of either:

  • the letter from IRCC acknowledging that they received your application to extend your status or

Employer documents

For this stream, you must include a completed and signed Application for Approval of an Employment Position (Employer Form) from your employer (or signing officer). You must scan and upload a copy of this form which includes business and position information.

If your job offer is for NOC 73300 – Transport truck drivers or NOC 73301 Bus drivers, subway operators and other transit operators, you must upload a copy of your employer’s valid Commercial Vehicle Operator’s Registration (CVOR) Certificate. CVOR Abstract (Level 1) must be provided.

Important: When we assess your application, we may need additional supporting documents from your employer to validate information included in the Application for Approval of an Employment Position (Employer Form). Please review the Employer Checklist for a list of possible documents that may be requested.

Job offer documents

1. Job offer letter

You must include a copy of your job offer signed by you and your employer. The job offer letter must:

  • be less than six months old
  • be printed on business letterhead and identify the business address, telephone/fax numbers, email, and website addresses
  • identify the responsible officer/supervisor and include their signature
  • be stamped with the business’s corporate seal (if applicable)
  • include:
    • job title
    • National Occupational Classification (NOC) code (learn how to find your National Occupational Classification code)
    • wage for the position being offered
    • duties and responsibilities
    • number of hours per week and the number of weeks of work per year
    • number of days/weeks of vacation
    • workplace location
    • employment start date
    • an indication that the offer being made is for a full-time position of an indeterminate duration (no end date)
    • confirmation that the terms and conditions of the job offer are effective as of the date of nomination if you are already working for your employer in the approved employment position, or if you are not, on the date that you obtain a work permit and begin working for your employer in the approved employment position

If you are currently working for your employer in the same position as your job offer, you can submit your original job offer with your application, even if it is older than six months. However, you will also need to include a recent letter from your employer confirming your ongoing employment, the conditions of the job offer and any changes to the position being offered to you. Your original job offer letter must:

  • be signed by both you and your employer; if your original job offer was not signed by you and your employer, you will both need to sign the recent letter from your employer confirming your ongoing employment
  • include all of the mandatory information listed above

2. Current employment

If you are currently working for the employer in the same position as your job offer, include copies of your two most recent pay slips.

3. Collective agreement

If the wage of your position does not meet the low wage requirement but adheres to the wage requirements outlined in your collective agreement, include a copy of the applicable section in your collective agreement that outlines wages.

4. Licence or authorization

If your job offer is in an occupation that requires a mandatory licence or other authorization in Ontario, scan and upload a copy of your licence or other authorization.

Education documents

You must scan and upload a copy of:

  • your education degree, diploma or certificate (also known as your education credential) earned from an eligible college or university in Canada
  • your official transcripts issued by the college or university in Canada that granted your education credential

If you don’t have your education credential yet, you must scan and upload a copy of:

  • your official letter (on institution letterhead) from the college or university in Canada which will be granting your degree, diploma or certificate confirming that:
    • program requirements have been successfully completed
    • there are no outstanding fees to be paid and
    • the scheduled date on which your educational credential will be granted
  • your official transcripts issued from the college or university in Canada that granted your educational credential

If applicable, you must also scan and upload other education documents such as other degrees, diplomas, transcripts, occupational certificates and/or licences needed to work in an occupation that requires licensing in Ontario.

Resumé

You must scan and upload a copy of your most current resumé with your application. The resumé should outline your current and past work experience, as well as your education and include your current residential address, email address and phone number.

Intention to reside in Ontario documents

To demonstrate your intention to reside in Ontario, you must list your established ties to Ontario. Ties to Ontario can include, but are not limited to, the following:

  • current and/or previous employment in Ontario
  • job offers or jobs applied to/interviewed for in Ontario
  • education in Ontario
  • volunteer work in Ontario
  • lease agreements for a residence in Ontario or property ownership
  • professional networks and affiliations
  • family ties
  • social connections or personal relationships
  • previous visits to Ontario

If you do not have ties to Ontario, you may provide a statement of intent that you wish to reside in Ontario.

Please carefully check your financial documents and black out any credit card numbers so they are not visible.

Failure to redact your documents will delay the processing of your application.

Expression of interest scoring factors documents

If you are invited to apply, you will be required to scan and upload specific documents to support each scoring factor for which you received points.

Scoring factors are not the same as stream criteria. You must meet all stream criteria and provide the mandatory documents noted above. If you are claiming points for scoring factors in your expression of interest, you must upload the documents noted below.

If you completed your studies outside of Canada, you need to obtain an Educational Credential Assessment (ECA)  report that proves your education is equivalent to a Canadian credential.

The assessment must be done by one of the following organizations, designated by IRCC.

Each organization charges a different fee and has different processing times. Please check the website of each ECA organization to choose the one that is best for you.

You must provide the OINP with an electronic copy of the ECA report when you submit your online application. The report cannot be more than five years old at the time you submit your application.

How to authorize the OINP to confirm your ECA results

We must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with us (the Ontario Immigrant Nominee Program) electronically.

It is not enough to authorize the organization to share the results of your assessment with IRCC for the purposes of your application to the OINP.

Do not request a duplicate paper copy from your ECA organization to be mailed out to the OINP.

Summary

If you are an employer and an applicant is applying on your behalf for the approval of an employment position under the OINP Employer Job Offer: Foreign Worker Stream, the Employer Job Offer: International Student Stream, or the Employer Job Offer: In-Demand Skills Stream, you must provide the following documents:

  • Application for Approval of an Employment Position (Employer Form)
  • Job offer signed by you and the applicant

Important: When we assess the application, we may request additional supporting documents from you to validate information included in the Application for Approval of an Employment Position (Employer Form). Please note that these documents are not required up front and will only be requested post submission if needed. Please refer to the list of possible documents that may be requested in additional documents.

Employer Form

You must fill out and sign an Application for Approval of an Employment Position (Employer Form) and give it to the applicant to scan and upload with their application.

Please note: If you are appointing a representative, make sure that you and your representative complete and sign section A in the Application for Approval of an Employment Position (Employer Form).

Job offer

You must give the applicant the original job offer that is signed and dated by you and the applicant to upload with their application.

The job offer must:

  • be less than six months old
  • be printed on business letterhead that shows your business address, telephone/fax numbers, email and website addresses
  • identify the responsible officer/supervisor and include their signature
  • be stamped with the business corporate seal (if applicable)

Note: If the applicant is currently working for you in the same position as the job offer, they can submit the original job offer signed by you and the applicant (it must include the information listed above). You must also give the applicant a letter confirming they are still employed by your company, the conditions of the job and any changes to the position being offered.

Other documents (if applicable)

If applicable, you may also need to provide copies of the following documents to the applicant to scan and upload with their application:

  • a copy of your job advertisements, if you are required to demonstrate reasonable recruitment efforts (see Recruitment efforts documentation for more information)
  • a copy of your Labour Market Impact Assessment (LMIA), if you have one for the same NOC code as the position being offered to the applicant
  • a copy of the applicable section in your collective agreement that outlines wages, if the wage of the position offered to the applicant does not meet the low or median wage requirement but adheres to the wage requirements outlined in the collective agreement.

Transport truck driver positions

Please note, if you are seeking an approval of a NOC 73300 – Transport truck driver or NOC 73301 Bus drivers, subway operators and other transit operators employment position, you must also demonstrate that your business has both:

  • a valid CVOR certificate, as defined in subsection 1 (1) of the Highway Traffic Act
  • a safety rating under that act of Excellent, Satisfactory or Satisfactory Unaudited

Additional documents (if requested after application submission)

We may ask for additional documents after application submission if we think it necessary to assess an application.

We may request documents to confirm or prove:

  • you have a business that has been in continuous operation for at least three years
  • you maintain a place of business in Ontario where the applicant will work
  • your business meets the minimum gross annual revenue required
  • your business has at least three or five full-time employees (depending on the business location) who are Canadian citizens or permanent residents where the applicant will work or report to work
  • your business has enough full-time employees to submit one or more applications to the OINP in the same calendar year
  • you made efforts to hire a Canadian citizen or permanent resident, if required (not applicable for the International Student Stream)

Active business documents

Your business must have been active for at least three years before you apply. We may ask you for more information depending on whether:

  • your business has been active in Canada or outside Canada within the last three years
  • your business amalgamated within the last three years
  • you purchased your business within the last three years

Your business was active in Canada within in the last three years

We may ask for a copy of either:

  • Canada Revenue Agency Schedules 125 (Income Statement Information) and 141 (Accounting Practitioner Information) for (at least one of) the predecessor business(es) each corporation covering the three years prior to the application submission date or
  • the business’s financial statements signed by a chartered professional accountant (CPA) for (at least one of) the predecessor business(es) each corporation covering the three years prior to the application submission date

Your business was active outside Canada within the last three years

If your business operated outside Canada within the last three years, you may be required to demonstrate that your business was active. We may ask you to provide  copies of:

  • foreign corporate or other business tax returns for the past three years prior to the application submission date and
  • incorporation or other constituting documents for the foreign business and the Canadian business and
  • any other documentation that demonstrates that your business in Ontario is affiliated with the business outside Canada and been active for at least three years prior to the application submission date

Your business was amalgamated within the last three years

If your business has gone through an amalgamation in the past three years, you may be required to submit documents for the predecessor business(es). We may ask for a copy of either:

  • Canada Revenue Agency Schedules 125 (Income Statement Information) and 141 (Accounting Practitioner Information) for (at least one of) the predecessor business(es) each corporation covering the three years prior to the application submission date
  • the business’s financial statements signed by a CPA for (at least one of) the predecessor business(es) each corporation covering the three years prior to the application submission date

You purchased your business within the last three years

If you have purchased your business in the past three years, you may be required to submit documentation to demonstrate that the business was in continuous operation prior to you purchasing it and that the purpose of the business remained the same following the purchase. We may ask for copies of:

  • the business’s financial statements signed by a CPA covering the three years prior to the application submission date and
  • the purchase agreement (or franchise agreement, if applicable) that shows you purchased the business and
  • any other documentation that demonstrates that the business you purchased had been active for at least three years prior to the application submission date and that the same products and services continued to be provided after the purchase

Business premise documents

To prove you have a business premise in Ontario, you may be asked to submit either a copy of:

  • a deed to the property, which shows the employer as owner
  • a valid lease, offer of lease, license, or valid notice of license registered on title with landlord/licensor’s name, address and telephone number

Gross annual revenue documents

To prove your business’s gross annual revenue, you may be asked to submit copies of either:

Number of full-time employees documents

To show how many full-time employees work for you at the time of application submission, and to show that your business has enough full-time employees to submit one or more applications in the same calendar year, you may be asked to submit a copy of:

  • a completed full-time employee chart
  • your business’s organizational chart
  • individual T4 statements and pay slips to demonstrate that you employ at least three or five (depending on the location of your business) full-time employees who are Canadian citizens or permanent residents at the time of application.

Important: Only Canadian citizens or permanent residents can be considered part of the employer’s full-time staff.

Note: Social insurance numbers (SIN) that begin with the number nine are issued to temporary residents who are not Canadian citizens or permanent residents.

Recruitment efforts documentation (Foreign Worker or In-Demand Skills streams only)

Some employers have to demonstrate that they made enough effort to recruit a Canadian citizen or a permanent resident for the position being offered to the applicant.

You may be asked to provide proof of recruitment efforts if the OINP applicant is:

  • currently living abroad
  • visiting Canada
  • working in a province or territory other than Ontario

You will not have to provide proof of recruitment if the applicant is currently authorized to work in Ontario, or you have a positive Labour Market Impact Assessment (LMIA) for the same NOC code and position being offered to the applicant. If you do have a LMIA, you may be asked to provide a copy.

Proof of recruitment efforts

To prove you tried to recruit a Canadian citizen or permanent resident prior to offering the position to the applicant, you may be asked to submit additional documents to demonstrate your advertising or recruitment methods after application submission, above and beyond the job advertisements that you must give the applicant to scan and upload with their application.

You should use a minimum of two advertising or recruitment methods, including:

  • a job bank advertisement with the Government of Canada’s Job Bank
  • print media (national or provincial/territorial newspapers, national journals, magazines with national coverage, specialized journals, professional association magazines, newsletters, etc.)
  • advertisement on general employment websites (workopolis.com, monster.ca, indeed.ca, LinkedIn Jobs, CareerBuilder.ca, Glassdoor.ca, Eluta.ca etc.)
  • advertisement on specialist websites dedicated to specific occupation profiles (accounting, marketing, biotechnology, education, engineering etc.)
  • posting on employer’s career website for internal and external candidates
  • demonstrated participation at job fairs

Your advertisement should be posted for at least four weeks prior to offering the position to the applicant, be accessible to the general public and include:

  • business operating name
  • business address
  • position title and duties
  • skill requirements which include education and/or work experience
  • wage (where a wage is posted, the median wage must be within the range)
  • location where the employee will work (city or town)
  • contact information: name, address, telephone number, email address
  • date posted and date advertisement will close (dd/mm/yyyy – dd/mm/yyyy)

Do not submit personal information about candidates to the OINP, such as resumes containing names, addresses, dates of birth, etc.

Degree documents

If your master’s degree has been granted, you must scan and upload a copy of:

  • your master’s degree granted from an eligible Ontario university
  • your official transcripts issued by the university that granted your degree

If your master’s degree has not yet been granted, you must scan and upload a copy of:

  • your official letter (on institution letterhead) from the Ontario university which will be granting your degree confirming that:
    • degree requirements have been successfully completed
    • there are no outstanding fees to be paid and
    • the scheduled date on which your degree will be granted
  • your official transcripts issued by the university that will be granting your degree

Other education documents (optional)

If you have any other documentation to support your education, such as other university degrees, college diplomas or occupational certificates, include them with your application.

Language test results

To prove that you have the mandatory language skills, scan and upload the results of an approved English or French language test with your application. The test must have been taken within the two years prior to submitting your application.

For English tests (must have CLB 7 or above in all language abilities), we accept:

  • International English Language Testing (IELTS) – we only accept the General Training test
  • Canadian English Language Proficiency Index Program (CELPIP) – we only accept the General test
  • Pearson Test of English (PTE) Core – please note we only accept the PTE Core test, not the PTE Academic test

For French tests (must have CLB 7 or above in all language abilities), we accept:

  • Test d’évaluation de français pour le Canada (TEF Canada)
  • Test de connaissance du français pour le Canada (TCF)

Please make sure you scan the entire page of your test results and that no text is cut off.

It is not enough to authorize the organization to share the results of your assessment with IRCC for the purposes of your application to the OINP.

Do not request a duplicate paper copy from your ECA organization to be mailed out to the OINP.

Changes in personal information

  2. Click on “My Profile” on your main page
  3. Make changes to information where needed
  4. Click “Save” after the change has been made

  2. Send the completed form as an attachment via our webform

  • World Education Services, order a copy of your ECA Educational Credential Assessment report online and indicate the “Ontario Immigrant Nominee Program” as the recipient of the report

Nurses

Nurses whose primary NOC falls under one of the following occupations do not need to demonstrate that they meet the stream’s education requirement if they are registered by the (CNO) in the General, Extended or Temporary class:

  • NOC 31300 – Nursing coordinators and supervisors
  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 31302 – Nurse practitioners
  • NOC 32101 – Licensed practical nurses

Please upload a printout of your certificate of registration from the CNO ‘Find a Nurse’ registry in the education section of your application.

If you choose to be assessed against the Federal Skilled Worker Program and are claiming points for your education, please also upload the appropriate Canadian credential or ECA for which you are claiming points.

Language tests results

To prove that you have the mandatory language skills, scan and upload a copy of your English or French language test results with your application. The test must have been taken within the two years prior submitting your application.

For English tests (must have CLB 7 or above in all language abilities), we accept:

  • International English Language Testing (IELTS) – we only accept the General Training test
  • Canadian English Language Proficiency Index Program (CELPIP) – we only accept the General test
  • Pearson Test of English (PTE) Core – please note we only accept the PTE Core test, not the PTE Academic test

For French tests (must have CLB 7 or above in all language abilities), we accept:

  • Test d’évaluation de français pour le Canada (TEF Canada)

If applicable, you must scan and upload a copy of the Labour Market Impact Assessment (LMIA) issued for your current work permit in Canada.

Work history documents

1. Employment/work experience reference letters

You must scan and upload copies of your employment/work experience reference letters from previous and current employers for all periods of work (foreign and Canadian) you include in your application. Reference letters must:

  • be dated and printed on business letterhead
  • identify the business address, telephone/fax numbers, email, and website addresses
  • include the name(s) of the responsible officer/(s)supervisor(s) and their signature(s)
  • dates of employment for each position you held with the employer and your job titles
  • detailed duties and responsibilities for each position you held
  • include your total annual salary plus benefits, number of hours worked per week, number of weeks of work per year and any extended periods of leave

In addition to employment/work experience reference letters, you may also submit supporting documents that describe your duties and responsibilities for each position held including job descriptions, performance reviews and job advertisements.

2. Proof of compensation

You must scan and upload proof of compensation for any work experience (foreign and Canadian) you include in your application.

Proof may include copies of:

  • pay slips, pay cheques or pay statements for the first and last month of each period of work experience
  • bank statements showing salary deposits for the first and last month of each period of work experience
  • income tax documents
  • letter(s) from employer(s) confirming your annual salary/hourly wage. These letters must explain why documentation to verify compensation for work performed is not available

3. Canada Revenue Agency statements for any Canadian work

If you worked, or are currently working in Canada, you must provide tax statements relevant to any work experience you include in your application to meet the minimum of one year of required work experience:

  • Official T4 Statements of Remuneration Paid issued by your Canadian employer(s)

  2. Click on “My Profile” on your main page

How to authorize the OINP to confirm your ECA results

We must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with us (the Ontario Immigrant Nominee Program) electronically.

It is not enough to authorize the organization to share the results of your assessment with IRCC for the purposes of your application to the OINP.

Do not request a duplicate paper copy from your ECA organization to be mailed out to the OINP.

  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 31302 – Nurse practitioners
  • NOC 32101 – Licensed practical nurses

  • Scan and upload copies of the most recent bank statements belonging to your spouse or common-law partner showing the last three months of activity. The bank statements must state:
    • name of the financial institution
    • account number
    • balance in the account
    • account holder’s name
  • You must also scan and upload a letter from your spouse or common-law partner indicating that you have access to the funds. and/or
  • Scan and upload statements of accounts for investments such as fixed term deposits and/or mutual funds.
  • You also need to scan and upload a letter from the financial institution. The letter should confirm that the funds are available and the investments can be liquidated or redeemed on instructions and at what value.

Please carefully check your financial documents and black out any credit card numbers so they are not visible. Failure to redact your documents will delay the processing of your application.

Ongoing employment in Ontario

To show that you have current employment in Ontario to meet the settlement fund requirement, you must scan and upload copies of:

  • your two most recent pay slips
  • your original job offer on company letterhead, signed by the employer and include:
    • occupation title
    • duties and responsibilities
    • hours of work
    • wage
    • employment start date

Job offer in Ontario

To show that you have a valid job offer from an Ontario employer to meet the settlement fund requirement, you must scan and upload copies of.

  • your job offer letter on company letterhead, signed by the employer and include:
    • occupation title
    • duties and responsibilities
    • hours of work
    • wage
    • employment start date

Resumé

You must scan and upload a copy of your most current resumé with your application. The resumé should outline your current and past work experience, as well as your education. Your resumé should also detail your duties and responsibilities for each position held, and include your current residential address, email address and phone number.

Intention to reside in Ontario documents

To demonstrate your intention to reside in Ontario, you must list your established ties to Ontario. Ties to Ontario can include, but are not limited to, the following:

  • current and/or previous employment in Ontario
  • job offers or jobs applied to/interviewed for in Ontario
  • education in Ontario
  • volunteer work in Ontario
  • lease agreements for a residence in Ontario or property ownership
  • professional networks and affiliations
  • family ties
  • social connections or personal relationships
  • previous visits to Ontario

If you do not have ties to Ontario, you may provide a statement of intent that you wish to reside in Ontario.

Changes in personal information

You must notify us if there are any changes to the information provided in your application, including (but not limited to) changes in:

  • contact information
  • immigration status (expiration or change in work permit)
  • family composition due to:
    • marriage or common-law relationship
    • birth of a child
    • change of custody of a child
    • divorce/separation
    • death

You can make changes to your telephone number, email address and country of residence by following these steps:

  1. Log into the OINP e-Filing Portal
  2. Click on “My Profile” on your main page
  3. Make changes to information where needed
  4. Click “Save”after the change has been made

For all other changes, or to correct a data entry error (for example if you misspelled your name):

  1. Complete and save a Change of Personal Information form
  2. Send the completed form as an attachment via our webform
  3. If you are requesting a correction to your name or date of birth, please also include a copy of the personal details page of your passport to validate your request

Please note: We will not accept requests to completely change a name or date of birth.

Entrepreneur Stream – Applicant Checklist

Summary

If your expression of interest (EOI) is successful and you are invited to apply to the Entrepreneur Stream, you must scan and upload copies of the following documents to support the information in your EOI and online application.

  • work experience documents
  • investment documents
  • documents to support your human capital
  • identity documents

Important: All documents are mandatory unless otherwise stated.

Work experience documents

Resumé

You must scan and upload a copy of your most current resumé with your application. The resumé should summarize your education, business and work experience.

Documents required if you are a senior manager

1. Employment reference letters

You must scan and upload copies of your employment reference letters from all previous and current employers in the last 60 months (5 years). Reference letters must:

  • be printed on business letterhead
  • identify the business address, telephone/fax numbers, email, and website addresses
  • include the name(s) of the responsible officer/supervisor and their signature(s)
  • specify your employment period and the positions you held
  • stamped with the company’s corporate seal (if applicable)

The letter must specify the following:

  • employment period
  • positions held, your duties and responsibilities during the employment period (including the number of people you managed) for each position and the time spent in each position (if applicable)
  • your total annual salary plus benefits
  • number of hours worked per week
  • any extended periods of leave, if more than one month.

2. Organizational chart

You must scan and upload organizational charts from all organizations where you were a senior manager in the last 60 months. The organizational chart must:

  • highlight your position and reporting structure
  • size of the organization

3. Work/employment contracts

You must scan and upload copies of your work contract(s) for the last 60 months.

4. Pay slips

You must scan and upload copies of your last two pay slips or payroll records from your current employer.

Documents required if you are a business owner

1. Employment reference letters

You must scan and upload three reference letters from your present or past business contacts, for example, vendors, suppliers, customers, etc.

The person providing the letter must include:

  • their name and title
  • contact information for the reference
  • time of your relationship
  • details of the relationship

2. Business registration licence

You must scan and upload the business registration licence for each organization you owned in the last 60 months.

3. Registration with taxation authorities

You must scan and upload registration with the taxation authorities for each organization you owned in the last 60 months.

4. Proof of shareholding

You must scan and upload proof of shareholding of each organization you owned in the last 60 months.

5. List of employees

You must scan and upload a list of all employees and include:

  • their monthly salaries
  • number of hours paid each month
  • proof of payment of salaries for a minimum 12 month period within the last 60 months.

The list must be divided into part-time and full-time employees.

6. Business income tax returns

You must scan and upload copies of business income tax returns or receipts for business tax payments for the years you were in business for a minimum of 24 months in the last 60 months.

7. Financial statements

You must scan and upload copies of financial statements and business bank statements for the years you were in business for a minimum of 24 months in the last 60 months.

8. Articles of incorporation

You must scan and upload copies of the articles of incorporation for your business, if applicable.

Specific work experience

Note: These documents are only mandatory if you claimed points for high growth or export trade work experience in your expression of interest.

If you were a senior manager with:

  • high growth experience gained in the last 60 months, scan and upload a reference letter from your employer and supporting documentation that outlines your impact on high growth activities of the business
  • export trade experience gained in the last 60 months, scan and upload a reference letter from your employer and supporting documentation outlining your decision making authority on export trade activities of the business
  • transferable skills gained in the last 60 months, scan and upload a reference letter from your employer and supporting documentation demonstrating experience gained in the same or related industry and sector as your proposed business

If you were a business owner with:

  • high growth experience gained in the last 60 months, scan and upload financial statements for at least two consecutive years showing a total increase in revenue of at least 20 per cent or more
  • export trade experience gained in the last 60 months, scan and upload supporting documentation (e.g., financial statements, purchase orders, vendor agreements, reference letters) to show your experience exporting at least 20 per cent total goods/services to a foreign market
  • transferable skills gained in the last 60 months, scan and upload supporting documentation demonstrating experience gained in the same or related industry and sector as your proposed business

Investment documents

Net worth report

You must scan and upload a copy of the third-party verification report for your net worth and legal accumulation of funds.

More information regarding how to obtain this report will be provided to you by email if you are invited to apply.

Business-related visits

Note: These documents are only mandatory if you are purchasing an existing business.

You must include copies of at least three of the following examples to prove you have made a business-related visit to Ontario:

  • flight itinerary and boarding passes
  • accommodation receipts
  • summary of meetings, including itinerary
  • email correspondence with any Ontario business contacts
  • photographs or meeting notes from business trip
  • business cards or contact information from business interactions

Business plan

You must scan and upload a copy of your business plan. It must align with the investment and job creation information in your EOI.

Proof of business ownership

Note: These documents are only mandatory if you are purchasing an existing business.

You must scan and upload copies of at least two of the following documents:

  • business names report (if you have a master business licence and are purchasing a sole proprietorship or partnership)
  • profile report (if you are purchasing a corporation)
  • letter of intent to purchase a business or sale agreement

T4 statements

If applicable, you must scan and upload copies of the T4 statements of remuneration paid for all full-time and part-time employees for the most recent tax year.

Documents to support your human capital

Education

Note: These documents are only mandatory if you claimed points for education in your expression of interest

Canadian education credential

If you have a Canadian diploma, certificate or degree, you must scan and upload:

  • a copy of your educational credential granted from an academic institution in Canada
  • a copy of your official transcripts issued from the Canadian academic institution that granted the credential

Foreign education credential

If you have a diploma, certificate or degree from another country, you need to get an Educational Credential Assessment (ECA).

The ECA must be done by one of the following organizations, designated by Immigration, Refugees and Citizenship Canada:

Each organization charges a different fee and has different processing times. Please review the website of each ECA organization to choose the one that is best for you.

You must give us a copy of the ECA report when you submit your application. The report cannot be more than five years old at the time you submit your application.

We must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with us.

You should contact the ECA organization directly for more information about the process for getting an ECA, or how to authorize an organization to share the results with the Ontario Immigrant Nominee Program.

Language skills

Note: These documents are only mandatory if you claimed points for language proficiency in your expression of interest.

You are not required to upload them in your stage 1 application, but you will need to provide them in stage 2 if your application is successful.

For English, scan and upload test results from:

  • International English Language Testing (IELTS) or
  • Canadian English Language Proficiency Index Program (CELPIP)

For French, scan and upload tests results from:

  • Test d’évaluation de français pour le Canada (TEF Canada)
  • Test de connaissance du français pour le Canada (TCF Canada)

Identity documents

1. Photograph

You must scan and upload a copy of a photograph of yourself (that meets passport or visa requirements) with your application.

Photographs that are not clear or are of low quality will not be accepted.

2. Passport

You must scan and upload a copy of your entire valid passport, including:

  • your personal details page
  • all blank pages
  • temporary resident visas
  • entry stamps
  • any other immigration stamps

If you’ve had your current passport for less than two years, include copies of all of the pages of your previous passport.

3. Family members’ passports

If applicable, you must scan and upload a copy of the personal details page from the passport of each dependent family member.
