Amending O. Reg. 489/20

(GRANTS FOR STUDENT NEEDS - LEGISLATIVE GRANTS FOR THE 2020-2021 SCHOOL BOARD FISCAL YEAR)

1. Paragraphs 1 to 5 of subsection 16 (1) of Ontario Regulation 489/20 are revoked and the following substituted:

1. The amount determined by multiplying $6,495.70 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in junior kindergarten and kindergarten.

2. The amount determined by multiplying $5,969.30 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 1 to 3.

3. The amount determined by multiplying $4,969.07 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 4 to 8.

4. The amount determined by multiplying $228.12 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 7 and 8.

5. The amount determined by multiplying $5,899.46 by the current fiscal year’s day school average daily enrolment of secondary school pupils.

2. (1) Paragraph 1 of subsection 17 (4) of the Regulation is amended by striking out the portion before the Table and substituting the following:

1. For each qualifying sole elementary school described in the following Table, determine an amount by multiplying $57,461.19 by the applicable number or formula specified in the Table:

(2) Paragraph 2 of subsection 17 (4) of the Regulation is amended by striking out the portion before the Table and substituting the following:

2. For each qualifying sole secondary school or qualifying combined school described in the following Table, determine an amount by multiplying $60,530.61 by the applicable number or formula specified in the Table:

(3) Paragraphs 2 and 3 of subsection 17 (6) of the Regulation are revoked and the following substituted:

2. Multiply the number determined under paragraph 1 by $1,787.09.

3. Add $53,666.34 to the amount determined under paragraph 2.

3. Paragraphs 1 to 3 of section 19 of the Regulation are revoked and the following substituted:

1. Multiply the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in junior kindergarten, kindergarten and grades 1 to 3, by $1,050.58 to determine the enrolment-based special education amount for junior kindergarten to grade 3.

2. Multiply the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 4 to 8, by $806.98 to determine the enrolment-based special education amount for grades 4 to 8.

3. Multiply the current fiscal year’s day school average daily enrolment of secondary school pupils by $532.60 to determine the enrolment-based special education amount for secondary schools.

4. (1) Paragraphs 1 and 6 of subsection 21 (1) of the Regulation are revoked and the following substituted:

1. $475,713 as a base amount for the collaboration and integration component.

6. The northern adjustment amount is determined as follows for boards that are leads in regional cooperatives:

i. In the case of the Conseil scolaire public du Grand Nord de l’Ontario, the amount is $2,536,694.

iii. In the case of the Thunder Bay Catholic District School Board, the amount is $1,623,484.

(2) Subsection 22 (2) of the Regulation is revoked and the following substituted:

(2) For the purposes of paragraph 1 of section 5 and paragraph 1 of section 9 of Ontario Regulation 261/19 (Reciprocal Education Approach) made under the Act, the maximum amount the board is entitled to receive in respect of each pupil is $28,656.

6. Paragraphs 1 and 2 of subsection 24 (2) of the Regulation are revoked and the following substituted:

1. $182,621 as a base amount.

2. The amount determined by multiplying the current fiscal year’s day school average daily enrolment of pupils by $6.03.

7. (1) Paragraphs 1 to 3 of subsection 27 (2) of the Regulation are revoked and the following substituted:

1. Multiply $311.62 by the number of pupils enrolled in any of grades 4 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 20 or more minutes but less than 60 minutes per school day.

2. Multiply $355.03 by the number of pupils enrolled in any of grades 4 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 60 or more minutes but less than 150 minutes per school day.

3. Multiply $397.17 by the number of pupils enrolled in junior kindergarten, kindergarten or any of grades 1 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 150 or more minutes per school day.

(2) Paragraph 1 of subsection 27 (3) of the Regulation is amended by striking out the portion before subparagraph i and substituting the following:

1. Determine an amount for grades 9 and 10 instruction in the subject of French by multiplying $80.32 by the total of the amounts determined under the following subparagraphs:

(3) Paragraph 2 of subsection 27 (3) of the Regulation is amended by striking out the portion before subparagraph i and substituting the following:

9. Paragraphs 1 to 3 of section 30 of the Regulation are revoked and the following substituted:

1. Multiply $780.16 by the number of elementary school pupils on October 31 of the current fiscal year.

2. Multiply $895.28 by the current fiscal year’s day school average daily enrolment of secondary school pupils.

3. Multiply $19,371.21 by the number of elementary schools that are governed for the first time by the board in September of the current fiscal year.

10. (1) Paragraphs 2 to 9 of subsection 31 (2) of the Regulation are revoked and the following substituted:

2. Multiply the number determined under paragraph 1 by $956.67.

3. Multiply by $49,989.35 the number of elementary schools that are qualifying sole elementary schools.

4. Multiply the current fiscal year’s day school average daily enrolment of secondary school pupils by the broader community factor (2011) percentage specified for the board in Column 2 of the Table to this subsection.

5. Multiply the number determined under paragraph 4 by $417.26.

6. Multiply by $93,858.69 the number of secondary schools that are qualifying sole secondary schools or qualifying combined schools.

7. For each qualifying sole secondary school or qualifying combined school, determine an amount as follows:

i. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is more than zero but less than 100, the amount is $87,738.69.

ii. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 100 or more but less than 200, the amount is $131,608.04.

iii. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 200 or more but less than 300, the amount is $175,477.38.

iv. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 300 or more but less than 400, the amount is $219,346.73.

v. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 400 or more, the amount is $263,216.07.

8. Total the amounts determined under paragraphs 2, 3, 5, 6 and 7.

9. Add $319,212.39 to the amount determined under paragraph 8.

(2) Subsection 31 (3) of the Regulation is amended by striking out the portion before clause (a) and substituting the following:

(3) The PANA funding level is the amount determined by multiplying $4,215 by the total of,

11. (1) Subsections 32 (2) to (4) of the Regulation are revoked and the following substituted:

(2) The Indigenous language amount for elementary school pupils is the total of the amounts determined under the following paragraphs:

1. Multiply $1,462.31 by the number of elementary school pupils who, on October 31 of the current fiscal year, are scheduled to take instruction in the subject of an Indigenous language for an average of at least 20 minutes but less than 40 minutes per school day.

2. Multiply $2,193.47 by the number of elementary school pupils who, on October 31 of the current fiscal year, are scheduled to take instruction in the subject of an Indigenous language for an average of at least 40 minutes per school day.

(3) The Indigenous language amount for secondary school pupils is the total of the amounts determined under the following paragraphs:

1. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a level one, level two or level three listed course taught on a non-semestered basis by the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions.

2. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a level one, level two or level three listed course taught on a semestered basis by the total of the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.

2.1 Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a level one, level two or level three listed course taught on a quartered basis by the total of the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the first two quarters of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the last two quarters of the current fiscal year who meet at least one of the March high-credit conditions.

4. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a grade 11 listed course or grade 12 listed course taught on a semestered basis by the total of the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.

5. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a grade 11 listed course or grade 12 listed course taught on a quartered basis by the total of the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the first two quarters of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the last two quarters of the current fiscal year who meet at least one of the March high-credit conditions.

6. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a grade 11 listed course or grade 12 listed course taught on an eighthed basis by the total of the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the first four eighths of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on the sixteenth day following the start of one of the last four eighths of the current fiscal year who meet at least one of the March high-credit conditions.

(4) The First Nations, Métis, and Inuit studies amount is the total of the amounts determined under the following paragraphs:

1. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in First Nations, Métis, and Inuit studies amount taught on a non-semestered basis by the number of secondary school pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions.

2. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in First Nations, Métis, and Inuit studies amount taught on a semestered basis by the total number of secondary school pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of secondary school pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.

3. Multiply $1,218.59 by the total of the products determined by multiplying the credit value of each listed course in First Nations, Métis, and Inuit studies amount taught on a quartered basis by the total number of secondary school pupils enrolled in the listed course on the sixteenth day following the start of one of the first two quarters of the current fiscal year who meet at least one of the October high-credit conditions, and the number of secondary school pupils enrolled in the listed course on the sixteenth day following the start of one of the last two quarters of the current fiscal year who meet at least one of the March high-credit conditions.

(2) Paragraph 4 of subsection 32 (5) of the Regulation is revoked and the following substituted:

12. (1) Subparagraph 1 i of section 33 of the Regulation is revoked and the following substituted:

i. Take the lesser of $658,040.18 and the amount determined using the following formula:

in which,

“A” is the greater of one and the current fiscal year’s enrolment of the school.

(3) Subparagraph 1 iv of section 33 of the Regulation is revoked and the following substituted:

(4) Subparagraph 2 i of section 33 of the Regulation is revoked and the following substituted:

i. Take the lesser of $658,040.18 and the amount determined using the following formula:

“A” is the greater of one and the current fiscal year’s combined enrolment of the school, counting only elementary school pupils.

Multiply $130 by the number of mature students who, during the current fiscal year, received an individual student equivalency assessment for grade 11 or 12 credits in accordance with section 7.2.5.2 of the document entitled “Ontario Schools, Kindergarten to Grade 12: Policy and Program Requirements, 2016”.
