On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Lieutenant Governor in Council considers it necessary to establish a short-term advisory body to perform an advisory role for the Minister of Colleges and Universities on matters relating to the implementation of the intellectual property policy of the Ontario Health Data Platform, including developing recommendations to Government regarding ownership of intellectual property, its value and net benefits for Ontario;

Therefore, pursuant to section 4 of the Ministry of Training, Colleges and Universities Act:

  1. The Ontario Health Data Platform Intellectual Property Committee (“OHDP IP Committee”) is established as a short-term advisory body for a period of up to two years, effective February 8, 2021.
  2. The Minister of Colleges and Universities (“Minister”) at his pleasure may appoint up to 13 members of the OHDP IP Committee to serve for up to a one-year term ending on February 7, 2022. The Minister may appoint or reappoint up to 13 members for up to a one-year term ending on February 7, 2023.
  3. The Minister shall designate one member as chair for each term.
  4. The OHDP IP Committee shall be accountable to the Minister and shall perform the duties and carry out the activities set out in the Terms of Reference established by the Minister.
  5. The members of the OHDP IP Committee shall be paid such remuneration as the Lieutenant Governor in Council may determine.
