Order in Council 239/2021

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Lieutenant Governor in Council established the Provincial Advisory Committee on Francophone Affairs (The Committee) by order in council O.C. 1122/2004;

And whereas the Lieutenant Governor in Council considers it desirable to modify the composition of the Committee;

Now therefore, pursuant to the prerogative of Her Majesty the Queen in Right of Ontario,

The mandate of the Committee is to provide advice to the Government on the development of strategies, priorities and programs, which affect Ontario’s Francophone community, and on the planning and delivery of Government French-language services.

The Committee’s advice will help to ensure that government policies and strategies regarding Francophone Affairs improve access to French language services and foster the contribution of Ontario’s Francophones to the social, cultural, economic and political life of the province.

The Committee shall be composed of up to 13 members, including a chair, all appointed by the Lieutenant Governor in Council for a period of no more than three years.

The Committee shall be composed of individuals who have demonstrated their commitment to the preservation and promotion of the French language and culture. Regional and gender representation will be ensured, and cultural diversity of the Francophone community will be reflected.

The Committee members will report to the Minister of Francophone Affairs (the Minister) through the Chair of the Committee, who will report after each Committee meeting. The Report will describe the issues discussed and the Committee’s recommendations.

The Committee shall also prepare such other reports as the Minister may request. Any reports and recommendations prepared by the Committee will be confidential until such time as the Minister chooses to release them.

In accordance with the Agencies and Appointments Directive of Management Board of Cabinet, the Committee will have the powers of an advisory agency. The Committee will not appoint staff and will not make binding decisions.

The Minister is hereby authorized to develop the administrative arrangements governing the establishment and ongoing operation of the Committee as he or she considers appropriate.

And further that order in council O.C. 1122/2004 be revoked effective the date of this order.
