On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario is committed to a healthcare system that works for patients, seniors and families;

And whereas the Government of Ontario is committed to investing in healthcare and ensuring an end to hospital wait times and hallway medicine;

And whereas, in furtherance of that objective, it has been determined that it is desirable, pursuant to the prerogative of Her Majesty the Queen in right of Ontario, and in the discharge of the government’s executive obligations and responsibilities, to receive advice from healthcare stakeholders, about meaningful changes and investments in Ontario’s healthcare system;

Therefore, pursuant to the prerogative of Her Majesty the Queen in Right of Ontario to provide for the appointment of advisors to serve Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities:

  1. The Premier’s Council on Improving Healthcare and Ending Hallway Medicine (“the Council”), is hereby established for a term of up to three years, effective the date of this order;
  2. The Chair and other members of the council will be appointed to serve at pleasure by order of the Lieutenant Governor in Council for terms of up to three years;
  3. The Chair shall also serve as the Special Advisor on Healthcare and Ending Hallway Medicine;
  4. The Chair will report to the Premier and work with the Minister and Deputy Minister of Health and Long-Term Care to develop multi-year plans to bring forward options for the government;
  5. The Chair and the Council shall perform such other duties as are determined by the Premier and such duties may be amended from time to time at the discretion of the Premier;
  6. The Chair and other members of the Council may be paid such remuneration as is determined by the Lieutenant Governor in Council, provided that any member of the Council already employed in the public sector or broader public sector shall receive no additional remuneration for their services to the Council;
  7. The Chair and other members of the Council shall be eligible for reimbursement of expenses incurred in their work on the Council in accordance with the Management Board of Cabinet Travel, Meal and Hospitality Expense Directive;
  8. The Council shall be subject to the applicable laws of Ontario, the Management Board of Cabinet’s Agencies and Appointments Directive, 2018 and any successor thereto, and to all other applicable government directives, policies and guidelines.
