Updated Employer Form

As of April 10th, 2024, the Ontario Immigrant Nominee Program (OINP) has published an updated Employer Form. This revised form is called an Application for Approval of Employment Position (Employer Form) and contains version code 2024/04 on the bottom left corner of each page.

Starting April 10th, 2024, all new applications for a nomination to the Employer: Job Offer stream must include this updated form. If you upload an older version of the form, we will return your application as incomplete and refund your fee.

When preparing an application to the OINP, please carefully review the stream specific document checklist to ensure you submit all mandatory documents.

On March 21, 2024, we issued targeted notifications of interest to potential candidates who may qualify for Ontario’s Express Entry Human Capital Priorities stream.

Tech occupations

Candidates only received a notification if they had a comprehensive ranking system (CRS) score of 468-480 and work experience in the following national occupational classification (NOC) codes.

2023 OINP results

Immigration is a shared responsibility between the federal government and provinces and territories.

The Ontario Immigrant Nominee Program (OINP) is Ontario’s immigration selection program. Ontario complements the federal government’s immigration programs through programs like OINP, which selects workers who can fill positions that are difficult to fill through local labour markets in priority areas such as healthcare, specialized skilled trades, and technology. The program also aims to support francophone community vitality by selecting francophones and bilingual workers.

Demand for the OINP continues to be strong with the OINP issuing its largest number of nominations in its history in 2023.

In 2023, the province’s nomination allocation from the federal government was 16,500 nominations. The OINP met its full 2023 nomination allocation in December.

The OINP continues to deliver on its commitment to address labour market needs in the skilled trades. In 2023, the OINP issued the highest number nominations to skilled trades workers in its history, nominating over 4,500 skilled trades workers. Approximately, 28% of all nominations were made to individuals with work experience or a job offer in a skilled trade occupation, including:

  • welders and related machine operators
  • telecommunications installation and repair workers
  • supervisors, motor transport and other ground transit operators
  • user support technicians
  • construction millwrights and industrial mechanics

To address labour shortages in healthcare, the OINP nominated over 2,000 healthcare workers - the largest number of health workers in its history. Approximately, 12% of all nominations were made to healthcare workers, including:

  • pharmacists
  • general practitioners and family physicians
  • registered nurses and registered psychiatric nurses
  • dentists
  • nurse aides, orderlies and patient service associates

Approximately 33% (over 5,000) nominations were made to individuals in in technology-related occupations. These included:

  • software engineers and designers
  • software developers and programmers
  • database analysts and data administrators
  • data scientists
  • computer and information systems managers

Nearly 300 nominations were made to individuals with high French language proficiency. Most francophone applicants received nominations under the French-Speaking Skilled Worker stream. The program’s ability to nominate francophones in 2023 was significantly impacted by the federal government’s new Category-Based Selection initiative, which included targeted rounds of invitations issued to francophone immigrants in the express entry system, many of whom would have otherwise applied to the OINP.

Ontario expects to benefit significantly from the federal government’s Category-Based Selection initiative, as many federally-selected francophones will choose Ontario as their intended destination.

The OINP remains committed to optimizing the number of francophones nominated through the program and will continue its efforts to promote the OINP and Ontario as a destination of choice to francophones.

In 2023, the program issued three nominations under its Entrepreneur Stream. By the end of the year, 53 additional applicants were in the stream’s compliance monitoring process actively running their businesses in Ontario. Since the stream was launched in 2016, 8 entrepreneurs have been nominated.

OINP nominees in 2023 came from over 155 different countries with the highest number of nominations made to applicants from India, China and Nigeria.

In 2023, the OINP nominated individuals with job offers from over 1,500 employers across every industry in Ontario. The top industries supported by the OINP in 2023 were manufacturing, professional, scientific and technical services, construction and health care and social assistance sectors.

The OINP aims to be responsive to labour market needs and continues to request increases to its nomination allocation from the federal government to support more employers in meeting their needs with skilled foreign talent.

New requirement for all applications – Applicant Consent Form

As of February 26, 2024, all new applications for an Ontario Immigrant Nominee Program (OINP) nomination must include the Applicant Consent Form. The form must be:

  • completed
  • correctly dated
  • signed by the applicant
  • signed by the applicant’s spouse and dependents, if applicable
  • uploaded with other documents in the application

If the form is not completed correctly, your application will be returned as incomplete and your fee will be refunded.

If you have a representative, they cannot not sign this form on your behalf.

You must complete this form after you have received an invitation to apply, or a notification of interest.

We no longer require the PDF Attestation Form for applications made under an OINP expression of interest system stream.

We have updated program materials and website pages to reflect the addition of the Applicant Consent Form.

If you are applying to the OINP, please carefully review stream specific document checklist to ensure you submit all mandatory documents.

Change to Eligible Tests for English Language Proficiency

Consistent with recent changes to federal policy, the OINP will also be accepting the Pearson Test of English (PTE) Core from Pearson Canada, Inc. as demonstration of English proficiency for all OINP streams that require proof of English language proficiency and for OINP Expression of Interest (EOI) points claims. The PTE will be an additional test that applicants may submit to the program to demonstrate their language ability.

This change came into effect on January 30, 2024.

If you have registered an EOI and have not received an Invitation to Apply (ITA), you may want to update your EOI if you have taken the PTE.

This program change will not impact individuals who received an ITA or Notification of Interest from the OINP prior to January 30, 2024.

  2. Review the document checklist to ensure you have the mandatory documents.
  3. Log in to the OINP e-Filing Portal and click the newly created file number with the prefix JOFW.

Your new application file number is different than your EOI file number. The EOI file number (EOI-JOFW-XXXXXX) will be greyed out; this is not an error.

Eligibility changes for international students with a job offer

The regulations that govern the OINP have been amended to expand eligibility for international students. These changes include expanding eligibility to students who have obtained a one-year Ontario College Graduate Certificate.

Previously, the OINP’s Employer Job Offer: International Student stream allowed candidates to apply with a one-year credential from an eligible institution only if the program required the completion of a degree as an admission requirement.

With these amendments, applicants who have completed a qualifying one-year college program resulting in an Ontario College Graduate Certificate qualify.

The amendments came into effect on January 1st, 2024 and do not impact previously processed applications.

To align with this change, the Expression of Interest (EOI) scoring factors for additional Canadian educational credentials and highest educational credential have been revised. Current registrants who have not been invited to apply are encouraged to review the changes to these EOI scoring factors and may wish to update their EOI accordingly.

Revisions have also been made to the list of eligible Canadian and Ontario institutions for this stream.
