Apply for Municipal Ice Storm Assistance (MISA)
Information for impacted municipalities on how to apply for financial help after the March 2025 ice storm.
Overview
The Municipal Ice Storm Assistance (MISA) program provides one-time support to eligible municipalities for incremental costs related to the March 2025 ice storm.
The deadline to submit MISA application forms has now passed, and we are no longer accepting submissions. If you have any questions regarding an application you have already submitted, please contact MunicipalDisasterAssistance@ontario.ca.

Eligibility
To qualify for the MISA program, your municipality must:
- have incremental costs directly linked to the 2025 ice storm (over and above regular budgets)
- have passed a council resolution requesting assistance
- have submitted the Expression of Interest survey by July 28, 2025
- have submitted a completed application package by October 31, 2025
Eligible costs
Your municipality may be eligible for support for:
- operating costs that go above regular budgets and are needed to protect public health, safety or access to essential services
- capital costs to repair public infrastructure or property
Costs are not eligible if:
- they are covered by insurance
- they would have been incurred regardless of the ice storm

Assistance under the MISA program
Applications will be reviewed by the Ministry of Municipal Affairs and Housing and are subject to final funding approval by the minister.
If approved, the province and municipality will enter into a transfer payment agreement. All payments under the agreement will be based on the eligible costs incurred by the municipality because of the 2025 ice storm.
The program uses a sliding scale cost-sharing model:
- for eligible costs up to 3% of your municipality’s own-purpose taxation (as reported in SLC 10 0299 01 of the municipality’s latest Financial Information Return), the province will reimburse 75% and the municipality will cover 25%
- for eligible costs above 3% of your municipality’s own-purpose taxation, the province will reimburse 95% and the municipality will cover 5%
