Project summary

The proposed project is an expansion of the City of Elliot Lake’s landfill to provide 375,000 cubic metres of additional capacity for the disposal of post-diversion, non-hazardous solid waste. The fill area will be expanded horizontally to the southeast by approximately 0.79 hectares. This area will be excavated and graded, and waste will be deposited to new contours. The perimeter of the expanded fill area will include a soil berm to contain leachate. An access road to the new landfill area will also be constructed.

Environmental assessment

The City of Elliot Lake (City) has completed an environmental assessment (EA) for a plan to manage the City’s non-hazardous solid waste over a 25-year period. The EA concluded that expansion of the City’s existing landfill site is the preferred method of disposal over the planning period. The City currently uses a landfill located approximately 1.5 km south of the City and 1 km north of Esten Lake. The landfill began operating in October 1982 and is expected to reach full capacity by 2020.

The Ministry of the Environment and Climate Change MOECC completed its review of the EA on November 18, 2016. On October 18, 2017, the Minister, with concurrence from the Lieutenant Governor in Council, gave approval to proceed with the project, subject to conditions. All comments received by the MOECC were considered by the Minister when making his decision.
