Environmental Assessment

The public was invited to comment on the Environmental Assessment for a seven-week period, which ended September 27, 2002. Following this date, a Review of the EA was completed. The public had another 5 weeks to comment on the Review before a decision was made on the environmental assessment. This comment period expired on January 24, 2003. On June 4, 2003, the undertaking received approval, with conditions, under the Environmental Assessment Act.

Terms of Reference

Background

The Mayer Waste Disposal Site (Site) is a private waste management facility owned by 781998 Ontario Inc. located immediately east of the Town of Hawkesbury along County Road 17. The Site is geographically situated within the Township of Champlain (formerly the Township of West Hawkesbury) and encompasses 24.41 hectares.

The Site is approved for and receives non-hazardous solid domestic and industrial waste. An affiliate of the company, Gilles R. Mayer Sanitation Ltd., currently provides non-hazardous solid waste collection services to the Town of Hawkesbury and local industrial clients. The Site is operated by Gilles R. Mayer Sanitation Ltd., which also provides on-Site municipal and industrial recyclable materials segregation and storage services.

781998 Ontario Inc. also is the owner of the groundwater rights on and under a downgradient property which is owned by its affiliate company, Gilles R. Mayer Sanitation Ltd. This property is located immediately east of the Mayer Waste Disposal Site on Parts 1, 2, 3, 4, 5, 6, 7, 8 and 9 of Part Lot 1 and Commons Lot, Broken Front Concession and Concession 1, Township of Champlain as designated on Registered Plan 46R-5100. This property is currently used for landfill buffer and groundwater Contaminant Attenuation Zone (CAZ) purposes.

The existing Site contains two distinct landfills which have historically operated under separate Provisional Certificates of Approval (C of A): a Domestic Landfill (Provisional C of A No. A471506 issued on August 20, 1980) and an Industrial Landfill (Provisional C of A No. A471507 issued on November 7, 1983).

Description of the Proposed Undertaking

The undertaking being considered is an expansion (for the long term) of the existing capacity of the Domestic Landfill, being an existing approved solid non-hazardous waste landfill located on Parts of Lot 1 and the Commons Lot, Concession 1 and the Broken Front Concession of the Township of Champlain in the United Counties of Prescott and Russell.

The purpose of an expansion in the capacity of the Domestic Landfill is to allow non-hazardous solid waste generators from within the Town of Hawkesbury and the Township of Champlain the opportunity to have continued access to a local non-hazardous solid waste disposal facility for a long term period. The expansion of capacity being assessed is approximately 400,000 cubic meters of additional non-hazardous solid waste landfill capacity, representing approximately 20 years of additional landfill capacity.

Designation

On September 20, 2000, the Minister, with the concurrence of Cabinet, made O. Reg. 565/00, which designated the Mayer Waste Disposal Site (Domestic Landfill) proposed expansion under the Environmental Assessment Act.
