Environmental assessment
The City of Mississauga and its co-proponent, GO Transit, sought approval under the Ontario Environmental Assessment Act (EAA) for an addendum to the approved Mississauga Transitway Environmental Assessment (EA), now known as the Mississauga Bus Rapid Transit (BRT), a new 19 kilometre bus-only roadway in the Highway 403/Eglinton Avenue corridor. The proposed changes involve changes at two transit stations and realignment of three other sections of the Mississauga BRT as follows:
- it is proposed that the BRT cross over the Highway 403 on/off ramps on the east side of Winston Churchill Boulevard, including a re-alignment of the south-westbound Highway 403 ramp rather than pass under the on/off ramps
- at Hurontario Street and Highway 403, it is proposed that the BRT pass underneath Sherwoodtowne Boulevard to intersect with Rathburn Road rather than pass underneath Hurontario Street and the W-NS ramp
- at Tomken Road and Eastgate Parkway, it is proposed that the BRT cross over Tomken Road, locating the station platforms on the west side rather than cross under Tomken Road, locating the station platforms on the east side which requires construction of a pedestrian bridge for access to the station and busway alignment
- at Dixie Road and Eastgate Parkway, the change is to relocate the parking facilities for the Dixie Station to the west side of Dixie Road with access via a local road (Encino Street) and an alignment adjustment to the bus only access road to the BRT rather than pass under Dixie Road, locating the parking lot on the east side with bus access ramps on both east and west side of Dixie Road
- at Eastgate Parkway in the area of Fieldgate Drive, the change is for the BRT to cross over Eastgate Parkway, requiring a slight re-alignment of the BRT rather than cross under Eastgate Parkway
The Mississauga BRT Project study process was summarized in a report, and was submitted on June 12, 2009 to the Ontario Minister of the Environment for review and approval, in accordance with Section 6.2 (1) of the EAA and the amending procedures of the approved EA. A Notice of Submission was published on June 10 and 11, 2009 in a local newspaper. The public review period for the BRT EA Addendum was from June 12 to July 17, 2009. Comments about the proposed changes outlined in the EA Addendum and the supporting documentation were accepted.
An amended EA Addendum was submitted on April 1, 2010, for formal review and a decision.
The Minister of the Environment made a decision to allow the proposed changes outlined in the EA Addendum on July 7, 2010. The proponents must ensure that the undertaking is designed, constructed and operated in accordance with the requirements of the approved EA and the EA Addendum.
