Environmental Assessment

Once the Environmental Assessment was submitted to the Ministry, the public was invited to comment on the Environmental Assessment for a seven-week period, which ended June 21, 2002. Following this comment period, a ministry Review of the Environmental Assessment was completed. The public had another five weeks to comment on the Review before a decision was made on the Environmental Assessment. This comment period expired on February 14, 2003. On June 18, 2003, the Environmental Assessment received approval, with conditions, under the Environmental Assessment Act.

Terms of Reference

Background

Beginning in 1991, the municipalities that now constitute South Glengarry participated in the United Counties of Stormont, Dundas, & Glengarry Waste Management Master Plan (WMMP). The purpose of the plan was to investigate and recommend a green site(s) for the development of a regional landfill(s) to service all of SD&G. The WMMP was abandoned by the Counties in the fall of 1997 for several reasons including strong public opposition to the perceived flawed site selection process. At that time, South Glengarry embarked on a strategic plan to investigate its own waste management options.

Effective January 1, 1998, the Townships of Charlottenburgh and Lancaster as well as the Village of Lancaster amalgamated to form the Township of South Glengarry. Since amalgamation, South Glengarry continues to own and operate two landfill sites, North Lancaster landfill and Beaver Brook Road landfill. The service area for these landfills is currently the same as pre-amalgamation with the former Township of Lancaster population being serviced by the North Lancaster landfill and the combined population of the Village of Lancaster and the former Township of Charlottenburgh being serviced by the Beaver Brook Road landfill.

Description and purpose of the undertaking

The proposed undertaking includes completion of an EA to support an EPA application for the expansion of the two existing sites: Beaver Brook Road landfill and North Lancaster landfill located in the Township of South Glengarry. Both sites are currently approaching their respective volumetric capacities on the approved footprints and elevations of the current Certificates of Approval; notwithstanding the fact that the township owns vast tracts of buffer at both sites.

The purpose of the undertaking is to provide the Township of South Glengarry with a long-term environmentally safe and cost effective method of disposal of its non-hazardous municipal solid waste for the next forty years. The undertaking will increase the operational lifespan of each of the two landfills by forty years by providing a total additional 720,000 m3 of landfilling capacity. This volume is equivalent to that generated within the Township over the next forty years allowing for modest population growth.
