At the time of issuance, Transformational Arts International Inc., offered the provision of two unapproved "Spiritual Psychotherapy" programs 1 and 2 years in length respectively. The programs were within the meaning of vocational program for the purposes of the Act. Transformational Arts International Inc. was not registered as a private career college and its programs were not approved at the time of issuance.

By offering the provision of a vocational program while not registered and the program not approved, Transformational Arts International Inc. contravened subsection 8 (1) of the Act.
