Order in Council 1141/2024

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas, pursuant to subsection 26.1(1) of the Police Services Act, Stephen Leach was appointed as full-time Independent Police Review Director for the Province of Ontario for a fixed term of five years, effective January 31, 2020, by Order in Council OC 117/2020;

And whereas, pursuant to subsection 130(1) of the Community Safety and Policing Act, 2019, the Office of the Independent Police Review Director was continued as the Law Enforcement Complaints Agency effective April 1, 2024;

And whereas, pursuant to subsection 130 (2) of the Community Safety and Policing Act, 2019, the Law Enforcement Complaints Agency is headed by the Complaints Director who is appointed pursuant to subsection 131 (1) of the Act;

And whereas, in accordance with Order in Council OC 117/2020 and subsection 52(2) of the Legislation Act, 2006, Stephen Leach continued to act as Complaints Director;

Therefore, pursuant to subsections 131(1) and 131(3) of the Community Safety and Policing Act, 2019, Stephen Leach of Toronto be reappointed as full-time Complaints Director of the Law Enforcement Complaints Agency for a fixed term of five years, effective January 31, 2025.
