Order in Council 1143/2023

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario recognizes that Ontario is in a housing crisis caused by a severe lack of supply;

And whereas the Government of Ontario wishes to establish Regional Facilitator positions to undertake an assessment of the municipal governments in Durham, Halton, Niagara, Waterloo and York regions and Simcoe County, in order to provide advice and recommendations to help ensure that these municipal governments are equipped to deliver on the government’s commitment to address the housing supply crisis;

And whereas the Government of Ontario wishes that one of the Regional Facilitators also act as a Coordinator to help coordinate the work of the Regional Facilitators;

Therefore, pursuant to the prerogative of His Majesty the King in Right of Ontario to provide for the appointment of advisors to serve His Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities,

Establishment and Appointment of Facilitators

1. Five positions of Regional Facilitator, accountable to the Minister of Municipal Affairs and Housing (“Minister”), are hereby established for a period not extending beyond May 31, 2024, effective the date this Order in Council is made.
2. One position of Coordinating Facilitator, accountable to the Minister, is hereby established for a period not extending beyond May 31, 2024, effective the date this Order in Council is made.
3. The Lieutenant Governor in Council may appoint the Regional Facilitators and the Coordinating Facilitator, who shall serve at the pleasure of the Lieutenant Governor in Council for a period not extending beyond May 31, 2024.

Terms of Reference

4. The Minister shall determine the terms of reference and any other terms and conditions for the Regional Facilitators and the Coordinating Facilitator and may amend them from time to time.

Remuneration

5. The Regional Facilitators and the Coordinating Facilitator shall be paid such remuneration and shall be reimbursed for such expenses as the Lieutenant Governor in Council may determine.
