Order in Council 1296/2021

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Ministry of the Environment, Conservation and Parks (“Ministry”) recognizes that additional wastewater servicing capacity is required to accommodate forecasted population and development growth in the upper part of York Region, it is important to address the wastewater servicing capacity needs and to consider any and all alternatives;

And whereas, the Minister of the Environment, Conservation and Parks (“Minister”) wishes to establish a short-term advisory panel to provide confidential advice to the Government on options to address wastewater servicing capacity needs in the upper parts of York Region;

Therefore, pursuant to the prerogative of Her Majesty the Queen in right of Ontario to establish short-term bodies to provide for the appointment of advisors to serve Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities:

Advisory Panel Established

The York Region Wastewater Advisory Panel (“Panel”) is hereby established as a short- term advisory body, accountable to the Minister, for a period not to exceed twelve (12) months commencing from the date of this Order.

Terms of Reference

1. The Minister shall determine the terms of reference for the Panel and may amend them from time to time.

Appointments to the Advisory Panel

2. The Panel shall consist of up to five (5) members who serve at the pleasure of the Minister, including a Chair and a Vice-Chair, appointed by the Minister for a period not exceeding twelve (12) months.

Remuneration of the Advisory Panel

3. The appointees shall be paid such remuneration that the Lieutenant Governor in Council may determine.

Confidentiality of Documents

4. Any reports or other materials prepared by the Panel, including those submitted to the Government, are confidential.
