On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario is committed to an ethical, timely and effective administration of vaccine distribution plan in response to the covid-19 pandemic;

And whereas the Government of Ontario wishes to establish an advisory task force in order to provide advice and recommendations in support of its vaccine distribution plan and related initiatives;

Therefore, pursuant to the prerogative of Her Majesty The Queen in right of Ontario to establish a Short-Term Advisory Body to assist Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities:

Establishment of Short-Term Advisory Body

  1. The covid-19 Vaccine Distribution Task Force (the “Task Force”) reporting to the Minister of Health and the Solicitor General (“the Ministers”) is hereby established effective the date of this Order in Council and terminating on August 31, 2021.

Terms of Reference

  1. The Terms of Reference for the Task Force have been established by the Ministers and are set out by the Ministers in the document entitled “covid-19 Vaccine Distribution Task Force Terms of Reference” as they may be amended by the Ministers from time to time.

Reporting

  1. The Task Force shall report to the Ministers and shall carry out the mandate in providing advice towards ensuring the efficient, ethical, and effective distribution of covid-19 vaccines allotted to Ontario accordance with the Terms of Reference established for it by the Ministers.

Task Force Composition

Chair

  1. The government’s Special Advisor, covid-19 Vaccine Distribution Plan, appointed by Order in Council, shall serve as the Chair of the Task Force for the duration of that appointment. At the expiry of that appointment, the Ministers shall appoint one of the Vice-Chairs to serve as Chair of the Task Force.

Vice Chairs

  1. the Deputy Minister of Health and the Commissioner of Emergency Management shall serve as the two Vice-Chairs of the Task Force.

Members

  1. The Ministers may jointly appoint up to ten members of the Task Force.

Duration of Appointments

  1. Each member of the Task Force shall serve at the Ministers’ pleasure for a period not extending beyond August 31, 2021.

Remuneration

  1. Members of the Task Force shall be paid such remuneration and shall be reimbursed for such expenses as the Lieutenant Governor in Council may determine.

Governance

  1. The Task Force is subject to all applicable laws of Ontario; Management Board of Cabinet’s Agencies and Appointments Directive; and all other applicable Government of Ontario directives, policies and guidelines.
