On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario is committed to countering United States (U.S.) actions that disadvantage Ontario’s businesses;

And whereas the Government of Ontario wishes to establish a Premier's Council on U.S Trade and Industry Competitiveness in order to: provide advice and recommendations regarding actions and advocacy that could be undertaken to advance Ontario’s interests in the North American market; identify and connect with critical industry partners and key decision-makers in the U.S. to advocate on behalf of the province; and advise the government on measures and strategies that protect Ontario’s workers and retains jobs in the Province’s key sectors, including but not limited to automotive, lumber, and steel;

Therefore, pursuant to the prerogative of Her Majesty the Queen in right of Ontario to establish a Short-Term Advisory Body to assist Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities:

Establishment of Short-Term Advisory Body

  1. The Premier’s Council on U.S. Trade and Industry Competitiveness (the “Council”) reporting to the Premier of Ontario and the Minister of Economic Development, Job Creation and Trade (the “Minister”) is hereby established effective the date of this Order in Council and terminating on December 8, 2022.

Terms of Reference

  1. The Terms of Reference for the Council have been established by the Premier of Ontario with the Minister in the document entitled “Premier’s Council on U.S. Trade and Industry Competitiveness’ Terms of Reference” as they may be amended by the Premier with the Minister from time to time.

Reporting

  1. The Council shall report to the Premier and Minister, and shall carry out the mandate in providing advice in support of advancing Ontario’s interests in the North American market and oppose U.S. policies and measures that disadvantage Ontario businesses in accordance with the Terms of Reference established for it by the Premier with the Minister.

Council Composition

Chair

  1. The Premier may appoint an individual to serve as the Chair of the Council for the duration of that appointment.

Members

  1. The Premier and the Minister may jointly appoint up to ten (10) additional members of the Council.

Duration of Appointments

  1. Each member of the Council, including the Chair, shall serve at the Premier’s and the Minister’s pleasure for an initial period up to and including June 8, 2022.
  2. The Premier may extend the term of the Council members, including the Chair, to a period not extending beyond December 8, 2022.

Remuneration

  1. Members of the Council shall be paid such remuneration and shall be reimbursed for such expenses as the Lieutenant Governor in Council may determine.

Governance

  1. The Council is subject to all applicable laws of Ontario; Management Board of Cabinet’s Agencies and Appointments Directive; and all other applicable Government of Ontario directives, policies and guidelines, including Management Board of Cabinet’s Travel, Meal and Hospitality Expenses Directive.
