On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas Ontario and the United States of America have shared a unique economic relationship grounded in fair and balanced trade, shared values, integrated supply chains, and complementary markets.

And whereas continuing that cooperative relationship is in the best interests of the economic well-being of both jurisdictions.

And whereas it has been determined that this relationship can be fostered and supported by a representative to promote Ontario’s interests in the United States and identify and address key issues important to Ontario.

And whereas in furtherance of these objectives the Government of Ontario wishes to appoint a person to serve as Ontario’s Representative in Washington, D.C. (District of Columbia).

And whereas Canada’s Ambassador to the United States of America has responsibility for the management and direction of the Canadian Embassy in the United States of America (the Mission) including the promotion and protection of the interests of all Canadian provinces and territories.

And whereas the Government of Canada has indicated that it is prepared to continue to accommodate Ontario’s Representative within the Washington, D.C. (District of Columbia) Secretariat of its Mission.

Therefore, pursuant to the prerogative of His Majesty the King in Right of Ontario to provide for the appointment of advisors to serve His Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities:

  1. The position of Ontario’s Representative in Washington, D.C. (District of Columbia) is hereby continued for a period not exceeding three years from the date that an individual is appointed to this position after October 1, 2023.
  2. Ontario’s Representative in Washington, D.C. (District of Columbia) will be appointed to serve at the pleasure of the Lieutenant Governor in Council for a term of up to three years.
  3. Ontario’s Representative in Washington, D.C. (District of Columbia) shall, subject to any limitations set out in or established under any agreement entered into between Ontario and Canada in respect of diplomatic and consular relations in the United States of America, perform such duties and carry out such activities as are determined by the Minister of Economic Development, Job Creation and Trade, who may vary or amend those duties and activities from time to time, such duties to include:
    • Fostering a strategic approach to Ontario’s interests and activities in the United States of America.
    • Representing the interests of the Province of Ontario in Washington, D.C. (District of Columbia), including advocating for Ontario’s interests with senior United States of America government officials and decision- makers.
    • Gathering intelligence on matters that have a potential to impact Ontario.
    • Identifying and facilitating high-level advocacy opportunities for the Minister of Economic Development, Job Creation and Trade, other Ontario Ministries and the Premier.
    • Advising the Minister of Economic Development, Job Creation and Trade on the delivery of the government’s strategic priorities, including Ontario’s relationship with the United States of America.
  4. Ontario’s Representative in Washington D.C. (District of Columbia) shall be paid such remuneration and be eligible for such expenses as are determined by the Lieutenant Governor in Council.

And further that Orders in Council 1114/2018 and 1375/2019 be revoked effective the date this Order in Council is made.
