Order in Council 206/2020

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas Stephen Leach was appointed as full-time Independent Police Review Director by Order in Council 117/2020;

Therefore, pursuant to subsection 26.1(3) of the Police Services Act, Stephen Leach shall be remunerated at the rate of $224,349 annually.

Further, Stephen Leach shall be reimbursed for reasonable work-related expenses while engaged in the business of the Office of the Independent Police Review Director in accordance with the relevant directives, guidelines and policies of the Treasury Board and Management Board of Cabinet.

And further, Stephen Leach shall be eligible for benefits, including vacation, comparable to the benefit entitlements of OPS executives in the Senior Management Group, and is entitled to elect to participate in the Public Service Pension Plan in accordance with the provisions of the Plan.

And further, pursuant to subsection 131(4) of the Community Safety and Policing Act, 2019, all of the terms set out in this Order in Council shall also apply to Stephen Leach if he acts as the Complaints Director pursuant to subsection 52(2) of the Legislation Act, 2006 and pursuant to subsection 131(1) of the Community Safety and Policing Act, 2019, if and when the latter Act comes into force.
