On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Minister of Community Safety and Correctional Services and the Minister of Health and Long-Term Care (the “Ministers”) wish to obtain advice on a range of issues with respect to the provision of health care in Ontario’s correctional system, including advice on how to transform health services in correctional facilities and improve health care outcomes for individuals in custody;

And Whereasit has been determined that in order to obtain such advice it is desirable to establish an advisory group of experts to review the current state of health care in correctional facilities and provide evidence-informed advice to the Ministers on the future provision of health care in correctional facilities, the desired health care outcomes for individuals in custody, and various approaches to securing these outcomes;

Therefore, pursuant to the prerogative of Her Majesty the Queen in right of Ontario to establish a Short Term Advisory Body to assist Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities

Establishment of Short-Term Advisory Body

  1. The Expert Advisory Panel for Health Care Transformation in Correctional Facilities (the “Panel”) is hereby established effective the date of this Order in Council and terminating on July 1, 2018.

Terms of Reference

  1. The Terms of Reference for the Panel are those that have been set out by the Ministers in the document entitled “Expert Advisory Panel on Health Transformation in Corrections Terms of Reference” dated October 2017 and as they may be amended by the Ministers from time to time.

Appointments to the Panel

  1. The Ministers may appoint up to fifteen members of the Panel and shall designate one member as the Chair.
  2. Each member of the Panel shall serve at the Ministers’ pleasure for a period not extending beyond July 1, 2018.

Remuneration

  1. Members of the Panel, including the Chair, shall be paid such remuneration and shall be reimbursed for such expenses as the Lieutenant Governor in Council may determine.

Governance

  1.  The Panel is subject to the applicable laws of Ontario, the Management Board of Cabinet’s Agencies and Appointments Directive, 2017 and any successor thereto; and to all other applicable government directives, policies and guidelines.
