On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas section 4 of the Ministry of Training, Colleges and Universities Act provides that the Lieutenant Governor in Council or Minister may appoint such advisory committees or other consulting bodies as are considered necessary from time to time in respect of training and skills development;

And whereas the prerogative of Her Majesty the Queen in Right of Ontario permits the appointment of advisors to serve Her Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities in respect of other areas;

And whereas Order in Council O.C. 711/2021 dated June 3, 2021 established the Ontario Workforce Recovery Advisory Committee (“the Committee”) and the Committee delivered a final report to the Minister in accordance with the Terms of Reference established under Order in Council O.C. 711/2021 dated June 3, 2021, which was published in December 2021 (“final report”),

Therefore, pursuant to section 4 of the Ministry of Training, Colleges and Universities Act and the prerogative of Her Majesty the Queen in right of Ontario,

  1. The Ontario Workforce Recovery Advisory Committee is re-established as a short-term advisory body for a period not extending beyond September 2, 2022.
  2. The Committee shall consist of up to seven members appointed by the Lieutenant Governor in Council to serve at pleasure for terms not extending beyond September 2, 2022, and the Lieutenant Governor in Council shall designate one member as Chair.
  3. The Committee shall provide advice that is consistent with the findings and recommendations from the Committee’s final report on implementing the Committee’s recommendations by advising on:
    1. the development of regulations related to implementing the Digital Platform Workers’ Rights Act, 2022, if passed,
    2. the mandate in the Terms of Reference for the Portable Benefits Advisory Committee, established by Order in Council O.C. 193/2022 dated February 3, 2022, as may be amended,
    3. how the government can establish an annual process on the future of work, to measure the views of the people of Ontario, assess trends in the labour market and policies to address them, and provide statistics for key employment indicators.
  4. The members of the Committee shall be accountable to the Minister of Labour, Training and Skills Development and shall perform the duties and carry out the activities set out in the Terms of Reference established by the Minister. The Terms of Reference may be amended from time to time by the Minister.
  5. The members of the Committee shall be paid such remuneration as the Lieutenant Governor in Council may determine.
