Order in Council 583/2023

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario wishes to establish Ontario’s Youth Justice Task Force (“the Task Force”) to provide advice to the Minister of Children, Community and Social Services (“the Minister”) on how to address several emerging systemic trends within Ontario’s youth justice system.

And whereas the Government wishes to provide for the appointment of members of the Task Force;

Therefore, pursuant to the prerogative of His Majesty the King in Right of Ontario to establish advisory bodies and to provide for the appointment of advisors to serve His Majesty’s Government of Ontario in the discharge of its executive obligations and responsibilities,

Advisory Body established for a term of up to 12-months

1. The Task Force is hereby established as a short-term advisory body, accountable to the Minister, for a period of up to 12 months from the date of this order.
2. The Task Force will provide advice to the Minister on how to address several emerging systemic trends within Ontario’s youth justice system.

Terms of reference

3. The Minister shall determine the terms of reference for the Task Force and may amend them from time to time.

Appointments to the Task Force

4. The Task Force shall consist of no more than 8 members, including the Chair.
5. The Minister shall appoint members of the Task Force and shall designate one member as the Chair of the Task Force.
6. The members of the Task Force, including the Chair, shall serve at the Minister’s pleasure for a period not exceeding 12 months.
7. The members of the Task Force, including the Chair, shall be eligible for reimbursement of expenses incurred in the performance of their duties in accordance with the Management Board of Cabinet Travel, Meal and Hospitality Expenses Directive.
8. The members of the Task Force, including the Chair, shall be subject to the applicable laws of Ontario, the Management Board of Cabinet’s Agencies and Appointments Directive, 2020 and any successor thereto, and all other applicable government directives, policies and guidelines.
