On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas by Order in Council O.C. 1713/95 dated August 16, 1995, the then Minister of Natural Resources was given approval by the Lieutenant Governor in Council to establish the Rabies Advisory Committee for one year commencing on August 16, 1995;

And whereas further approvals were given by the Lieutenant Governor in Council to continue the Rabies Advisory Committee with the most recent term ending on August 15, 2018;

And whereas it is desirable to maintain a scientific advisory committee of experts to provide advice to the Minister of Natural Resources and Forestry (the “Minister”) in relation to the elimination, detection and prevention of rabies in Ontario;

And whereas the Government of Ontario wishes to update the mandate and composition of the Rabies Advisory Committee to better serve this purpose and continue the Rabies Advisory Committee on an ongoing basis;

Therefore pursuant to section 13 of the Ministry of Natural Resources Act, the Rabies Advisory Committee is continued as follows:

Rabies Advisory Continued

  1. Order in Council O.C. 1713/95 dated August 16, 1995 is hereby revoked and the Rabies Advisory Committee (the “Committee”) is continued in accordance with this Order.

Mandate

  1. The function of the Committee is to provide advice to the Minister respecting research and management actions towards the elimination of terrestrial rabies from Ontario, rabies surveillance to detect reoccurrence events, proactive strategies to prevent the reoccurrence of rabies in Ontario and such other matters related to the elimination, detection or prevention of rabies in Ontario as may be requested by the Minister.

Terms of Reference

  1. The Minister shall, subject to this Order, determine the terms of reference for the Committee, and may amend them from time to time.

Appointments to the Committee

  1. The Committee shall be composed of up to eleven members appointed by the Lieutenant Governor in Council, one of which shall be designated as the Chair.
  2. The members of the Committee, including the Chair, shall serve at the Lieutenant Governor in Council’s pleasure for a term not to exceed three years, and may be reappointed for further term or terms of up to three years each.

Remuneration

  1. Members of the Committee, including the Chair, shall be paid such remuneration and shall be reimbursed for such expenses as the Lieutenant Governor in Council may determine.

Governance

  1. The Committee is subject to the applicable laws of Ontario, the Management Board of Cabinet’s Agencies and Appointments Directive, 2018 and any successor thereto; and to all other applicable government directives, policies and guidelines.

And further this Order shall take effect the later of May 6, 2018 and the date it is approved and ordered.
