On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario wishes to establish a Premier's Council on Equality of Opportunity to lead and provide advice to the Minister of Children, Community and Social Services and the Premier of Ontario on specific initiatives that support young people to achieve success in the rapidly changing economy and provide such other assistance as may be required by the Minister of Children, Community and Social Services and/or the Premier of Ontario;

And whereas the Government of Ontario wishes to provide for the appointment of members thereto;

Therefore, pursuant to the prerogative of Her Majesty the Queen in Right of Ontario to establish advisory bodies and to provide for the appointment of advisors to serve Her Majesty's Government of Ontario in the discharge of its executive obligations and responsibilities,

Advisory Body established
The Premier's Council on Equality of Opportunity (the "Council") is hereby established as an advisory body, accountable to the Minister of Children, Community and Social Services (the "Minister") and the Premier of Ontario (the "Premier").

Mandate

  1. Council members will:
    1. Provide advice to the Minister and the Premier on employment, skills training, and education needs of youth, particularly those facing multiple barriers;
    2. Gather insights, networks, knowledge and learn directly from individuals and organizations that support youth, to disseminate best practices and strategies to respond to economic shifts;
    3. Advise the Minister and the Premier on ways to target existing programs and investigate new directions that could be pursued by government to build a future-oriented workforce;
    4. Engage local communities on issues relevant to the Council and recommend local organizations for recognition by the Premier and/or the Minister for excellence in helping youth succeed;
    5. Provide recommendations to the Minister of Children, Community and Social Services, and the Premier and may demonstrate their work through annual reports.

Terms of Reference

  1. The Council will be guided by a Terms of Reference, which may be amended from time to time at the sole discretion of the Minister or the Premier.

Appointments to the Council

  1. The Council shall consist of up to 20 members.
    The Minister shall appoint members of the Council and shall designate one member to serve as Chair of the Council and another member to be Vice-Chair of the Council.
  2. Each member under 18 years of age who has not withdrawn from parental control must be accompanied on Council business by one chaperone chosen by their parent or guardian unless the parent or guardian waives this requirement.
  3. The members of the Council, including the Chair and Vice-Chair, shall serve at the Minister's pleasure for a period not exceeding three years. Select members may, at the discretion of the Minister, be reappointed.

Remuneration

  1. Members of the Council, including the Chair and Vice-Chair, may be paid such remuneration as the Lieutenant Governor in Council may determine.
  2. Chaperones shall not be paid any remuneration other than reimbursement for reasonable expenses related to accompanying a member on Council business in accordance with the relevant directives, guidelines and policies of the Treasury Board and Management Board of Cabinet.
