On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas Ontario is committed to ensuring an affordable and reliable electricity system while continuing to find further market efficiencies in the electricity sector;

And whereas a new electricity transmission interconnection with the electricity market operated by PJM Interconnection LLC (PJM) in the USA, the largest electricity market in North America, will provide significantly enhanced reliability and security benefits to the system;

And whereas a new electricity transmission connection with the PJM electricity market will enhance opportunities for net reductions in greenhouse gas emissions in Ontario and regions served by PJM;

And whereas a new electricity transmission connection with the PJM electricity market will induce more efficient trade with Ontario’s other neighbouring electricity markets, which is expected to result in financial benefits to Ontario’s ratepayers;

And whereas the Minister of Energy may, with the approval of the Lieutenant Governor in Council, issue directives under subsection 25.32(5) of the Electricity Act, 1998 that require the Independent Electricity System Operator to undertake any initiative or activity that relates to, amongst other matters, electricity transmission systems.

Now therefore the Directive attached hereto is approved as of the date hereof.
