Order in Council 993/2018

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Lieutenant Governor in Council has appointed persons to serve as deputy ministers in the public service of Ontario pursuant to various Acts of the Legislature relating to the ministries of the Government of Ontario;

And whereas subsection 76(2) of the Legislation Act, 2006, S.O. 2006, c. 21 Schedule F, provides that a provision authorizing the Lieutenant Governor in Council to appoint a person to an office authorizes the Lieutenant Governor in Council to determine the remuneration and expenses of the person who is appointed;

And whereas the Lieutenant Governor in Council has appointed a person to serve as the Secretary of the Cabinet and has appointed other persons to serve as deputy ministers in the public service of Ontario pursuant to the prerogative of Her Majesty The Queen in Right of Ontario to appoint persons to serve her Majesty's Government of Ontario in the discharge of its executive obligations and responsibilities;

And whereas the Lieutenant Governor in Council considers it necessary and advisable to revise remuneration for deputy ministers;

Now therefore pursuant to the authorities cited above,

Despite any provision to the contrary in Order in Council O.C. 1724/2016 dated November 16, 2016, the following adjustments and increases are suspended and shall not be paid:

1. any step rate adjustments (including by movement through the step rate structure) applicable to deputy ministers, including but not limited to those  scheduled for July 1, 2018 and thereafter;
2. any salary range adjustments and/or across the board salary increases applicable to deputy ministers which are determined automatically based on increases applicable to bargaining unit and/or other employee groups including but not limited to those scheduled on or after July 1, 2018 and thereafter.
