Approval of the terms of reference for the West Carleton Environmental Centre Environmental Assessment
The ministry’s approval of environmental assessment terms of reference for a project to develop a new landfill as part of the West Carleton Environmental Centre.

As provided for by subsection 6(4) of the Environmental Assessment Act (EAA), Terms of Reference (ToR), as amended and submitted for approval to the Ministry of the Environment on August 13, 2010, to govern the preparation of an environmental assessment (EA) for the above-noted undertaking is hereby approved.
Pursuant to subsection 6.1(1) of the EAA any EA for the above-noted undertaking, submitted to the Ministry of the Environment pursuant to subsection 6.2(1) of the EAA, must be prepared in accordance with the ToR as hereby approved.
Reasons
I am satisfied that an EA prepared in accordance with the ToR, as amended by the proponent, will be consistent with the purpose of the EAA and the public interest for the following reasons:
- The ToR ensures that the EA should be completed using a public, Aboriginal and government agency consultation process that is open and transparent
- The ToR ensures that the completed EA should contain a sufficient level of detail to accurately assess the environmental effects of the alternatives identified and the proposed undertaking
- The ToR sets out a planning process that should ensure the completed EA will be consistent with the purpose of the EAA and the public interest
- There are no outstanding issues that have not been incorporated into the proposed ToR or that cannot be addressed during the preparation of the EA
