Project summary

The City of Temiskaming Shores (City) plans to expand the existing New Liskeard landfill site. The proposed expansion will provide 247,000 cubic metres of additional capacity for disposal of municipal non-hazardous solid waste.

The City has two existing landfill sites. The New Liskeard landfill reached its approved capacity in June 2009 and stopped accepting waste. The Haileybury landfill is currently the City’s only operating landfill site. It has been in operation since 1975. It accepts municipal non-hazardous solid waste and is expected to reach its approved capacity of 470,000 cubic metres in 2019.

The City examined of number of options for additional waste management capacity and determined that expanding the New Liskeard landfill was the preferred alternative.

The New Liskeard landfill has a footprint of 6.12 hectares. The proposed expansion will cover an additional 1.8 hectares to the northeast of the existing site.

The City of Temiskaming Shores entered an environmental assessment process for this project. This assessment looked at how the landfill expansion could impact the environment.

Environmental assessment

On February 21, 2018, the City of Temiskaming Shores submitted an amended environmental assessment (EA) under the Environmental Assessment Act seeking approval for the expansion of the existing New Liskeard landfill.

After taking the environmental assessment, comments received and environmental protection measures into consideration, the Minister of the Environment, Conservation and Parks approved the project, subject to conditions, on April 1, 2019.

Notice of completion of ministry review

An invitation to comment on the environmental assessment for the proposed City of Temiskaming Shores new waste management capacity project.

An environmental assessment (EA) has been submitted to the Ministry of the Environment, Conservation and Parks by the City of Temiskaming Shores for the undertaking, City of Temiskaming Shores New Waste Management Capacity in the City Temiskaming Shores. The Ministry of the Environment, Conservation and Parks has prepared a review of the EA for public and agency comment. The review of the EA does not make a decision about the EA. That decision is made by the Minister of the Environment, Conservation and Parks after the comment period is over and consideration of all submissions.

You can submit comments on the undertaking, the environmental assessment, and the ministry review. You may also request a hearing by the Environmental Review Tribunal. If you request a hearing you must state in your submission, whether you are requesting a hearing on the whole application or on only specified matters related to the application.
