To: Hospital-Based Dentists
Category: Dentist Services
Written by: Claims Services Branch, Ministry of Health
Date issued: February 19, 2025
Bulletin Number: 250202
Overview
The Ministry of Health (the ministry) is implementing a one-time payment to eligible hospital-based dentists in accordance with the Methodology for the Implementation of the OHIP Dental One-Time Payment under the 2022-2025 Agreement (October 30, 2024) as set out below.
Payment
The ministry anticipates issuing the one-time payments in March 2025 for individual dentists who provided hospital based OHIP dental services.
Dentists who receive a Remittance Advice (RA) report will see the payment reported under the accounting transaction “DENTAL SPECIAL PAYMENT 22-25 AGREEMENT”.
These retroactive payments will be made to the individual dentists’ bank account or by cheque when banking information has not been registered with the ministry.
Banking Information
For payments to be accurately processed and to avoid delays, please update your individual banking information and/or address with the ministry as necessary. Please see INFOBulletin #241101 for more information on how to update your banking and address information.
Where bank account details are not available, a cheque will be issued payable to the dentist or to the “Estate of” in the event the dentist is deceased. Cheques will be sent to the same address on file with the ministry that was used for the RA reports.
Methodology for the Implementation of the OHIP Dental One-Time Payment Under the 2022-2025 Agreement (October 30, 2024)
Step 1: Calculating Total Payments by Individual Hospital-Based Dentists
The cumulative total of all OHIP approved payments for services rendered on or after April 1, 2022, and before April 1, 2024, will be calculated for each eligible hospital-based dentist.
Step 2: Calculating Individual Hospital-Based Dentist Payments as a Proportion of All Dental Payments
The total payments (as calculated in Step 1) for each eligible hospital-based dentist will be divided by the cumulative total of all OHIP approved payments made to all hospital-based dentists for services rendered on or after April 1, 2022, and before April 1, 2024 to determine a proportionate value (percentage) for each eligible hospital-based dentist.
Step 3: Calculating Individual Hospital-Based Dentist One-Time Payments
The proportionate value (percentage) as calculated in Step 2 will be multiplied by $7 million to determine the one-time payment amount to be made to each eligible hospital-based dentist.
Additional methodology notes:
- All OHIP claims payment data will be extracted from the OHIP claims payment system.
- Individual hospital-based dentists will be identified based on individual provider billing numbers used on claims submitted to OHIP.
- All out-of-province billing numbers will be excluded.
- Only calculated one-time payments of $2 or greater will be made.
