Foreign Cultural Objects Immunity from Seizure Act Determination
Pursuant to delegated authority and in accordance with subsection 1(1) of the Foreign Cultural Objects Immunity from Seizure Act, R.S.O. 1990, c.F-23, the work of art listed in Schedule “A” attached hereto, which work is to be on temporary exhibit during The Artist’s Dream: Works of French Symbolism exhibition at the Art Gallery of Hamilton in Hamilton, Ontario pursuant to a loan agreement between the Art Gallery of Hamilton and the lender listed in the attached Schedule “A”, is hereby determined to be of cultural significance and the temporary exhibition of this work in Ontario is in the interest of the people of Ontario.

On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and concurrence of the Executive Council, orders that:

Whereas pursuant to subsection 2(1) of the Executive Council Act, a member of the Executive Council has been appointed under the Great Seal to hold office as the Minister of Colleges and Universities;
Therefore, pursuant to subsections 2(2), 5(1) and 8(1) of the Executive Council Act:
Minister to preside over Ministry
- The Minister of Colleges and Universities (the “Minister”) shall preside over a ministry known as the Ministry of Colleges and Universities (the “Ministry”).
Minister
- The Minister shall exercise the powers and perform the duties, functions and responsibilities that are assigned by law to the Minister or that may otherwise be assigned to or undertaken by the Minister in respect of colleges and universities and any other matters related to the Minister’s portfolio.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities in respect of colleges and universities that had been previously assigned and transferred to the Minister of Training, Colleges and Universities under Order in Council O.C. 1161/2018 dated October 22, 2018, as revised by Order in Council O.C. 1106/2019 dated July 26, 2019, and such powers, duties, functions and responsibilities are assigned and transferred to the Minister accordingly, except the powers, duties, functions and responsibilities of the Minister of Training, Colleges and Universities in respect of training and skills development, which include but are not limited to the powers, duties, functions and responsibilities of the Minister of Training, Colleges and Universities under the following Acts:
- Fair Access to Regulated Professions and Compulsory Trades Act, 2006

- Ontario Immigration Act, 2015, in respect of sections 2 and 3 of Part I, Part III, and section 21 of Part IV, as they relate to immigration training programs

- The Minister shall exercise the powers and perform the duties, functions and responsibilities of the Minister of Training, Colleges and Universities under the Post-Secondary Education Choice and Excellence Act, 2000.
- The Minister shall exercise the powers and perform the duties, functions and responsibilities of the Minister of Training, Colleges and Universities under the University of Ontario Institute of Technology Act, 2002.

- The Ministry shall carry out the functions, responsibilities and programs that are assigned by law to the Ministry or that may otherwise be assigned to or undertaken by the Ministry in respect of colleges and universities and any other matters related to the Minister’s portfolio.
