Order in Council 2101/2017

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Government of Ontario is committed to developing High Speed Rail service connecting Windsor, Chatham, London, Kitchener-Waterloo, Guelph and Toronto as part of the Government’s  Moving Ontario Forward initiative;

And Whereas the Government of Ontario is committed to developing transportation plans and policies that support initiatives to address climate change and opportunities for Ontario to exercise climate leadership;

And Whereas on December 2, 2016, the Honourable David Collenette, Special Advisor on High Speed Rail submitted his final report to the Minster of Transportation and Premier with 36 recommendations to implement High Speed Rail by 2025;

And Whereas the Government of Ontario now considers it advisable to establish a new body to further guide and advise on the successful delivery of High Speed Rail;

Therefore, pursuant to the Prerogative of Her Majesty the Queen in right of Ontario to provide for the appointment of advisors to serve Her Majesty’s Government in the discharge of its executive obligations and responsibilities:

Planning Board Established

1. The High Speed Rail Planning Advisory Body (the “Advisory Body”), consisting of a maximum of nine members, is hereby established for a period not to exceed three years from the date of this Order. The Advisory Body shall have a Chair and a Vice Chair and shall report to the Minister of Transportation (the “Minister”).

Appointments

2. The members of the Advisory Body shall be appointed by the Minister.

Terms of Reference

3. The Minister shall, subject to this Order, determine the terms of reference for the Advisory Body, and may amend them from time to time. The terms of reference shall have regard to Treasury Board Secretariat’s Template Terms of Reference for Advisory Agencies, Short-Term Advisory Bodies & Special Advisors, dated August 2015.

Remuneration

4. The Advisory Body shall be paid such remuneration and expenses as the Lieutenant Governor in Council may determine.
