Services Delivered: Anti-Human Trafficking Rural and Remote Services and Supports

Service objectives:

  • Strengthen service delivery and service system planning, through partnership development and collaboration with other community organizations to provide effective crisis and community supports
  • Reduce geographic and transportation barriers to improve access to Anti-Human Trafficking services and safe spaces; and,
  • Support innovative models of service delivery to respond to the unique challenges of providing services and supports to survivors or those at risk of human trafficking including children and youth who have been sexually exploited in/from rural and remote communities.

Service Description:

  • The purpose of the Anti-Human Trafficking Rural & Remote (AHT R&R) Supports and Services is to improve access to supports and healing services for survivors or those at risk of human trafficking, including children and youth who have been sexually exploited in/from rural and remote communities. 
  • AHT R&R seeks to improve the capacity of AHT Community Supports Fund and Indigenous-Led Initiatives Fund (AHT CSF/ILIF) service providers to effectively respond to the unique needs of survivors or those at risk of human trafficking, including children and youth who have been sexually exploited in/from rural and remote communities.
  • For the purpose of this service rural and remote communities are defined as those communities that have limited local services, are far from urban centres, and/or are without year-round road access. In addition, rural and remote communities tend to exist in geographic areas where there is relatively low population density or limited access to services.

People Served

  • Survivors or those at risk of human trafficking, including children and youth who have been sexually exploited in/from rural and remote communities under the following programs: 
    • Anti-Human Trafficking Community Supports Fund (AHT CSF)
    • Anti-Human Trafficking Indigenous-Led Initiatives Fund (AHT ILIF)
    • Sexual Assault Centres receiving the Anti-Human Trafficking Community Supports Fund

Specific service provided may include

1. Strengthening service delivery and service system planning, developing partnerships and collaborating with other community organizations to provide effective crisis and community supports

Eligible activities include: 

  • Establishing service agreements and/or intake protocols between AHT CSF/ILIF and developmental services sector agencies
  • Leveraging specialized services including mental health and addictions support services provided by local and neighbouring community agencies
  • Partnering with other community organizations, including developmental services sector, to provide access to culturally responsive services to help survivors of HT heal from trauma 
  • Cross-sectoral crisis teams, community action plans, partnerships with other agencies, municipalities, First Nations or corporate partners in the development of solutions  
  • Exploring/designing a hub model to provide or link to Anti-Human Trafficking (AHT) support services
  • Establishing cross-sectoral referral protocols
  • Providing resources to assist multiple AHT service providers to come together to share information and best practices.

2. Improving access to AHT services and safe spaces by reducing geographic and transportation barriers 

Eligible activities include:

  • Providing emergency transportation for survivors of AHT to access AHT services which are in another community 
  • Transporting survivors of HT to safety in another community
  • Assisting survivors of HT with getting to and from appointments (e.g. with legal services, children’s services, health services, developmental services, etc.), and to other appropriate programs and services
  • Creating opportunities for survivors of HT to utilize AHT services in neighbouring communities in instances where services in their own communities may be fewer or physically inaccessible, or where most appropriate to service a survivor’s needs
  • Implementing technology to improve accessibility of AHT services including video conferencing, e-counselling and text correspondence

3. Supporting innovative models of service delivery to respond to the unique challenges of providing services and supports to survivors in/from rural and remote communities

Eligible activities include:

  • Customizing or tailoring supports and services to meet needs of individuals with developmental disabilities who have been human trafficked or sexually exploited online 
  • Transforming existing supports and services
  • Developing or supporting innovative models of service delivery (e.g. e-counselling, community hubs, co-location models)
  • Building on best practices, expanding or replicating successful programs or pilot initiatives that address the challenges of AHT service delivery in rural and remote communities  
  • Costs associated with the hiring of temporary staff to support the delivery of rural and remote services and supports (costs are not reimbursable beyond March 31 of the fiscal year in which funding was approved).

Unique, or unduplicated, count of individuals who received 1-on-1 individual-specific services through AHT Rural and Remote Services and Supports during the reporting period.

Each unique individual is counted only once per reporting period even if they received multiple services. If the individual carries into the next fiscal year, the client is counted again in the new reporting period.

Examples of individual-specific activities include the following:

  • Intake/Individual Assessment or Comprehensive Assessment
  • Transportation supports
  • Cellular services
  • Trauma-based interventions and programs, crisis support
  • Safety Planning
  • Individual case management/system navigation support and advocacy for other services in the community (e.g., mental health, legal)
  • Mobile supports/services (e.g., services brought directly to client in their community, such as a mobile transportation unit)
  • he unique/unduplicated number of individuals that received this type of service in any language in the reporting year (cumulative). The same person should be counted only once if they received more than one type of this service, or if they exited and re-entered service during the year.
# of Group Activities: AHT Rural and Remote Services and Supports

The total number of group activities delivered through AHT Rural and Remote Services and Supports program during the reporting period. Each activity held in the reporting period should be counted as 1. If a group activity is jointly organized/funded with another agency receiving AHT Rural and Remote Services and Supports funding, then both agencies should report the group activity. If group activities are not provided through this program, put “0”.

Examples of Group activities include the following:

  • Counselling in groups
  • Community/group-based cultural activities (e.g., land-based activities)
